Expert Committee sees destructive role of hydel projects in Uttarakhand disaster

२०१३ के बरसात में उत्तराखंड ने अपने इतिहास की सर्वाधिक विध्वंसकारक त्रासदी झेलीं. स्थानीय नागरिक और चश्मदीद गवाह तो कह रहे ही थे; पर अब वन एवं पर्यावरण मंत्रालय द्वारा गठित विशेषज्ञ समिति ने भी उन शंकाओं पर मुहर लगा दी है कि राज्य में निर्माणाधीन जल-विद्युत परियोजनाओं ने आपदा को व्यापकता दी है और उसके प्रभावों को कई गुणा बढ़ाया है.

"संदर्प", जिसका बाँध एंड नदियों पर गहरा अध्ययन रहता है, ने विशेषज्ञ समिति की रिपोर्ट पर अपनी प्रतिक्रिया व टिप्पणी दी है, जिसे आप नीचे दिए गए लिंक पर देख सकते हैं.

Most people have been saying it, but now the "Expert Committee" that was set up by the Ministry of Forests and Environment, has confirmed that the role of hydel projects across the state has been destructive and worsened the impact of floods in the what has been termed as possibly the worst disaster ever in Uttarakhand.

Corruption in relief

द्वारा प्रेम पंचोली

सरकारी राहत और आपदा से किस तरह लोग सामना कर रहे हैं उसके लिए चन्द्रापुरी गांव के 69 परिवारो की कहानी ही काफी है।
इनमें से 47 परिवार अनु॰जाति के हैं जिनमें से सात परिवार आज भी आपदा राहत के लिए मोहताज हैं। बताया गया कि यहां लोगो ने स्वयं सेवियो की मदद भी डर-डर की ली है ताकि उन्हे मिलने वाली सरकारी मदद प्रभावित ना हों। परन्तु सरकार द्वारा दी जाने वाली आवास हेतु सात लाख की मदद अब तक लोगो के पास नहीं पंहुची है। ग्रामीण दिनेष जोषी ने कहा कि आवास के पूर्णक्षति का मुआवजा उन्हे ही नसीब हुआ जिन्होने पटवारी को रू॰ 10 हजार की घूस पंहुचाई है। पटवारी सुन्दरलाल ने दिनेष जोषी से कई बार रू॰ 10 हजार की मांग की है कि वह उन्हे दो लाख रू॰ दिलवा देगा। ऐसा नहीं हो पाया तो पटवारी की गुस्तागी से दिनेष जोषी आज सरकारी राहत से वंचित हो गया है। 

इस तरह चन्द्रापुरी गांव के कुत्ता लाल, हर्षलाल, मंगलदेव, निलम देवी, कबूतरादेवी, अषाड़ी देवी, अमरलाल आदि अनु॰जाति के सात परिवारो के 17 लोग खुले आसमां के निचे सर्दभरी रातो को गुजार रहे है। ग्रामीणो ने सेवानिवृत प्रधानाध्यापक प्रेम सिंह के हवाले से कहा कि प्रभावितो की सर्वेक्षण रिपोर्ट स्थानीय पटवारी ने ग्रामीणो और तत्काल ग्राम प्रधान के बिना ही तैयार की है।

कुन्दनलाल अपनी एक पन्नचक्की (घराट) से रोजाना 5-8 किलो आटा पीसाई के बदले कमाता था। मंन्दाकिनी की बाढ से कुन्दनलाल का रोजगार समाप्त हो गया है। सरकार की नजर में ऐसे अतिसूक्ष्म उद्योग मुआवजा की श्रेणी में नहीं आये। आम आदमी जो इस पन्नचक्की में गेहूं पीसाता था और पीसाई के बदले रूपये नही आटा ही देता था वह सांस्कृतिक परंपरा भी बाढ की भेंट चढ गयी है। प्रहसन यह है कि क्या इस तरह के अतिसूक्ष्म उद्योग मुआवजा की श्रेणी में नही आते? जबकि दुकानो, होटलो के लिए सरकार का मुआवजा देने की घोषणा है।

Of the 69 families in Chandrapuri village, 47 who belong to the Scheduled Caste. Of these, seven families are still deprived of any relief. We were told here that people have been very hesitant taking relief from the civil societies so that it doesn't effect any help from the government that they might receive. Rs 7 lakhs that was promised for houses has not been given to the people. Dinesh Joshi said that only those who have bribed the patwari  with Rs 10,000. Sunderlal, the patwari, asked Joshi many time for bribe amount and promised his Rs 2 lakhs relief. But since Dinesh Joshi did not given, he has not received any help as yet.

Likewise, the families of Kutta Lal, Harshlal, Mangaldev, Neelam Devi, Kabutara Devi, Asarhi Devi, Amarlal, etc, are still outdoors in this bitter cold. Retired school principal Prem Singh informed that the local patwari prepared the Survey Report of the Affected without involving the local people or the immediate gram pradhan. 

Kundanlal used to earn 5-8 kg of wheat flour daily from his watermill. The mill was washed away in the Mandakini flood. In the view of the government, this micro-enterprise did not qualify for any compensation. Whereas the government has announced compensation for shops and hotels.

274 critical landslide zones in 67 villages

भारतीय भूगर्भीय सर्वेक्षण ने जून २०१३ में राज्य में हुई आपदा पर अपनी रिपोर्ट में ६७ गांवों में २७४ गम्भीर रूप से भूक्षरित क्षेत्र चिन्हित किये हैं. ये हैं - रुद्रप्रयाग (२७ गांवों में ५४ क्षेत्र),  पिथोरागढ़  (३५ गांवों में ६३ क्षेत्र), उत्तरकाशी  (३ गांवों में ३५ क्षेत्र), चमोली  (२ गांवों में ५० क्षेत्र) व बागेश्वर  (७२ क्षेत्र, पर कोई उतना खतरनाक नहीं) जहाँ जान-माल का सर्वाधिक नुक्सान हुआ है।      

जी.एस.आई. के निदेशक वी.के. शर्मा  का कहना है, "यह देखा गया है कि मन्दाकिनी ने अपना रास्ता बदला है और अब वो दक्षिण में सरस्वती से जा मिली है।  मन्दाकिनी का मूल पथ, उत्तर की ओर १५ मीटर ऊँचे मलबे के ढेर से बाधित हुआ है, जिसे नियंत्रित या रासायनिक विस्फोट की मदद से हटाना होगा; अन्यथा अगली बरसात में इन दोनों नदियों का संग्रहित पानी घाटी और आसपास के इलाकों में तबाही मचाएगा।"

श्री शर्मा ने केदारनाथ मंदिर में १५० मीटर की परिधि में किसी भी निर्माण के खिलाफ सावधान किया है, जहाँ पहले करीब १५० दुकानें व होटल थे। उनका कहना है, "मंदिर के आसपास का मलबा मशीनों से नहीं हटाया जा सकता क्योंकि क्षेत्र पारिस्थितिकी व भूगर्भीय दृष्टि से अति संवेदनशील है। हमारे दल ने, भू विच्छेदन  राडार तकनिकज्ञी के ज़रिये केदारनाथ मंदिर की नींव के नीचे ७.५ मीटर की गहरायी पर दरारें पायी हैं।"

Geological Survey of India, in its report on the disaster of June 2013, has identified 274 critical landslide zones in 67 villages in Rudraprayag (54 zones in 27 villages), Pithoragarh (63 in 35 villages), Uttarkashi (35 in 3 villages), Chamol (50 in 2 villages)i and Bagheshwar (72 zones but not dangerous) districts which had suffered maximum damage to the life and property in the catastrophe.  

GSI director VK Sharma said, “It was seen that the Mandakini river changed its course and has now merged with Saraswati river in the south. The original course of Mandakini on the North side has got blocked with a 15 m high debris mound which will have to be removed with the help of controlled or chemical blasts. Otherwise the collective water volume of these two rivers can wreak havoc in the valley and the connecting area in the next monsoon.”

He cautioned against any construction within 150 meter of the Kedarnath temple, which earlier had almost 150 shops and hotels. "The debris cannot be removed mechanically as the region is seismically and ecologically very fragile. Our team has also spotted cracks 7.5 m deep under the foundation of Kedarnath temple by using ground penetrating radar technology."

No end to the Himalayan blunder?

१९८२ के बाद से, एक दर्जन से अधिक कार्य-बल, कार्य-समूह व उच्च-स्तरीय विशेषज्ञ पैनल पर्वतीय विलक्षणताओं से सम्बंधित रूपरेखा तैयार करते आये हैं। वन अनुसंधान से लेकर फसल बेहतरी तक और भूगर्भीय अध्ययनों से लेकर सुदूर संवेदन तक, देश के १२ पर्वतीय राज्यों में ३६ शोध संस्थान व २४ से अधिक विश्वविद्यालय हैं। इनके अतिरिक्त, हरेक राज्य की, स्थानीय स्तर पर विकास के लिए ज़रूरी संयोजन मुहैया कराने के लिए अपनी संस्थागत संगरचना है. प्रत्येक राज्य में सरकारी अनुदान से चल रहे औसत पाँच शोध संस्थान व विश्वविद्यालय हैं। इससे ज्यादा भला कोई क्या मांग सकता है।
पर, जैसाकि रिओ+१० द्वारा वहनीय पर्वतीय विकास के मूल्यांकन के निष्कर्ष में कहा गया है कि क्षेत्र में पर्यावरणीय संरक्षण, आर्थिक विकास व सामाजिक सुधार के स्तर पर कोई उल्लेखनीय बदलाव नहीं हुआ है। यह कहा गया है कि विभिन्न क्षेत्रों में व्यापक वित्तीय निवेश के बावज़ूद, समन्वय, नियोजन, क्षमता व कार्यन्वयन में कमी के वज़ह से परिणाम लोगों के जीवन और उनके परिवेश की गुणवत्ता में बेहतर फर्क लाने में असफल रहे हैं।   
हिमालयी सन्दर्भ में, "समाधान-वाद" दृष्टिकोण को अब छोड़ देना चाहिए… बहु-हितग्राहिओं में विभिन्न समाजो-पर्यावरणीय विकास मोर्चों पर नेतृत्व कि कमी देखी गयी है।  नीति निर्धारकों और विषय विशेषज्ञों को तो आत्म-मंथन करना ही है, साथ ही, नागर समाज को भी अपने संकीर्ण दायरों से ऊपर उठना होगा।

Since 1982, more than a dozen task forces, working groups and high level expert panels have drafted and redrafted blueprints for addressing the mountain peculiarities. From forest research to crop improvement and from geological studies to remote sensing, the Himalayan region has been home to some 36 research institutions and over 24 universities spread across some 12 mountain states in the country. In addition, each of the states has its own institutional architecture to provide the necessary link for developments at the local level.
With an average of five public-funded research institutions and universities in each state, the region could not have asked for more.  Ironically, however, the Rio+20 assessment of Sustainable Mountain Development has concluded that there has not been any significant change in environmental protection, economic growth and social improvement in the region. It has been argued that despite huge financial investments across sectors, the results have been deficient in making a difference to the life of people and the quality of their environments due to lack of coordination, planning, capacity and implementation. 
In the Himalayan context, the 'solutionism' perspective ought to be laid to rest.... It has been observed that there is missing or disconnected leadership among multiple stakeholders on various socio-environment development fronts. While the policy planners and subject specialists need to do some soul searching, the civil society has to get together in rising above its narrow confines.

प्रभावित अभी भी गौशालाओं में Victims still living in cowsheds

चन्द्रापुरी गाँव (ज़िला रुद्रप्रयाग) में जून कि आपदा में, मन्दाकिनी में आयी बाढ़ में ५७ घर ज़मींदोज़ हो गए थे. आज, छः महीने बाद भी, कई प्रभावित लोग गौशालाओं या टेंट में किसी तरह रह रहे हैं. कुंदन लाल और उसके परिवार के सात सदस्य दो टेंटों में रह रहे हैं. त्रासदी के बाद से वे अब तक पांच गाँवों में, कभी यहाँ, कभी वहाँ भटक चुके हैं.

उत्तराखंड त्रासदी में ख़त्म हुए ३१०० घरों में से २४१० गाँव इलाकों में थे. मुख्य मंत्री विजय बहुगुणा ने घोषणा की थी कि जाड़ों के आने से पहले, आपदा प्रभावित लोग व्यक्तिगत घरों में चले जायेंगे, लेकिन अभी तक राज्य के किसी भी आपदा-प्रभावित इलाके में इस सम्बन्ध में कोई भी काम नहीं हुआ है.

चन्द्रापुरी से १५ किमी केदारनाथ की ओर सिमी गाँव  में ज़मीन धँस रही है.

In Chandrapuri village (Rudraprayag district), 57 houses got destroyed from the gush that entered the valley and within a few hours the space earlier occupied by residential buildings got bulldozed over by the Mandakini river. More than six months after the disaster, many villagers reside in cow sheds and a few others in tents. Kundan Lal and his seven other family members live in two tents. The family has rotated between five villages post-disaster.

Of the 3100 buildings that were destroyed across the state in mid-June deluge, 2410 are in rural areas. Chief Minister Vijay Bahuguna had earlier announced that the disaster-affected would be shifted to individual residences before winter sets in but not much work regarding housing can be spotted in any of the disaster-hit areas across the state.

15 km from Chandrapuri towards Kedarnath, in Simi village, land is sinking as a result of the mid-June disaster.

उत्तराखंड में विकास स्थानीय लोगों के हित में नहीं Uttarakhand development model does not benefit the locals

यह उत्तराखंड आपदा मे मरे लोगों की स्मृति के प्रति अन्याय होगा कि हम उस आपदा को प्रकृति-जनक कहें। पर हमे उसे खतरे कि घंटी और अपने विकास मॉडल पर पुनर्विचार करने का स्पष्ट संकेत मानना चाहिए। .... पहाड़ों में विकास की एक समस्या यह है कि राज्य सरकारें जो संगरचनात्मक ढांचा चाहती हैं वो मैदानी लोगों के हित में ज्यादा होता है और स्वयं पहाड़ी लोगों के हित में कम..... हमारी आर्थिकी अब पूँजी के भूखे और संसाधनों को निचोड़ते तंत्र-चालित है जो अधिकाधिक ऊर्जा का उपभोग करते हैं जो अंतत: हमारे समाज को ही खोखला बना दे रही है.… केंद्रीय विद्युत प्राधिकरण   व उत्तराखंड ऊर्जा विभाग ने राज्य में नदियों की जल-विद्युत् क्षमता ९००० मेगावाट आंकी है और उन पर करीब ७० परियोजनाएं नियोजित की हैं. इनको बनाने में नदियों का स्वरुप बदल जायेगा और भागीरथी ८०% और अलकनंदा ६५% तक प्रभावित होगी। लगभग ९०% अन्य सहायक नदियां भी प्रभावित हो सकती है.  २०१३ में उत्तराखंड जल विद्युत् निगम को रु ७७ करोड़ का नुक्सान हुआ और रु ५० करोड़ घाटा ऊर्जा उत्पादन में.

Coming back to the Uttarakhand disaster, it would be unfair and unkind to the memory of those who perished there due to no fault of theirs to call it the wrath of nature. But it has to be taken as a warning and a clear signal to reconsider our development model

.... The country’s planners need to sit down with environmentalists and conservationists, and reformulate our developmental agenda from the bottom up.... One of the problems with development of the hills is that most of the infrastructure that state governments want is for the benefit of people from the plains, and not so much for the hill people themselves

....Our economy is now powered by a few capital-hungry, resource-guzzling sectors that are increasing energy consumption and making cities and villages unlivable, gradually corroding our very society and polity

....The Central Electricity Authority and the Uttarakhand power department have estimated the hydroelectric potential of rivers in the state at some 9,000 megawatts and planned 70-odd projects on their tributaries. In building these projects, key tributaries would be modified through diversion into tunnels or reservoirs, and 80% of the Bhagirathi and 65% of the Alaknanda could be affected. As much as 90% of the other smaller tributaries could be affected. The state hydel power development corporation, the Uttarakhand Jal Vidyut Nigam Ltd (UJVNL), suffered a loss of Rs 77 crore in 2013, in addition to a loss of Rs 50 crore in power generation.

उत्तराखंड में 1200 टन सेब और आलू सड़ रहे : 1200 tons of apples and potatoes rot in Uttarkhand

आपदा प्रभावित क्षेत्रों में करीब १२०० टन सेब और आलू सड़ रहा है क्योंकि सडकों कि हालत अभी भी खराब होने से उत्पादन को बाज़ार तक नहीं लाया जा सका.

गढ़वाल मंडल विकास निगम के प्रबंधक प्रताप शाह के अनुसार, "अगस्त में सरकार द्वारा हमें दिये गए निर्देश के अनुसार उत्तरकाशी, टिहरी, पौड़ी, चमोली, रुद्रप्रयाग और चकरौता के किसानों की आजीविका में सहयोग के मद्देनज़र हमने उनसे न्यूनतम समर्थन मूल्य पर सेब रु ३० प्रति किलो और आलू रु १५ प्रति किलो ख़रीदा।  हमने माल इकठ्ठा करने के लिए बड़ी तादाद में लोग लगाये और माल को खाली घरों में स्टॉक भी कर के रखा. पर अधिकांश केस में माल को सडकों की खराब स्थिति की वजह से बाज़ार तक पहुँचाना मुश्किल हुआ."  

उन्होंने कहा कि  घोड़े और खच्चरों से माल ले जाना अव्यवहारिक और महंगा भी पड़ता।  निगम ने कहीं-कहीं गाड़ियां किराये पे ली पर वे भी महंगी पड़ी क्योंकि ड्राईवर लोगो ने खराब रास्तों पर गाड़ी ले जाने के लिए बहुत ज़यादा पैसे मांगे।  ऐसी स्थिति में अधिकांश माल खराब हो गया है, और जो बचा, वो भी बिक्री लायक नहीं है. 

Around 1200 tons of apples and potatoes have rotted in areas affected by the June flash floods in Uttarakhand as the Garhwal Mandal Vikas Nigam (GMVN) could not move them to the markets due to poor connectivity of roads. Many roads are still not in a passable state in the region.  

GMVN's general manager of marketing Pratap Shah said, "GMVN had no option but to comply with the Government Order issued in August this year where we were asked to buy the apple at the minimum support price of Rs 30 and potato at Rs 15 per kg from the farmers in Uttarkashi, Tehri, Pauri, Chamoli, Rudraprayag and Chakrata districts to support farmers and protect the produce. We employed a large workforce to collect the produce and stock them up in vacant houses. But it became difficult to transport it to markets in most cases because of bad roads." 

He said that the alternate option of carrying the stock on mules and horses was unviable and very expensive. In some cases they hired vehicles but that proved expensive as drivers quoted higher prices to navigate broken roads. As a result most of the stock perished after lying piled up for months together and the remaining one is not saleable either.

Short film on Uttarakhand disaster

संदर्प, वमतम व रिटर्न ऑफ़ गंगा संस्थाओं ने मिलकर "बाढ़ तबाही और उत्तराखंड के बाँध" शीर्षक से १२ मिनट की एक फ़िल्म बनायीं है जो हिंदी और अंग्रेजी में उपलब्ध है. फ़िल्म में उत्तराखंड आपदा में जल-विद्युत् परियोजनाओं के निर्माण की भूमिका पर चर्चा की गयी है. आपदा का कारण जलवायु परिवर्तन  पर उससे हुए नुक्सान में इन परियोजनाओं का बड़ा हाथ रहा है.

Return of Ganga, SANDRP and VAMTAM has produced a 12 minutes film Flood Ravage and the Dams of Uttarakhand (Uttarakhand Flood Disaster – June 2013), available in Hindi and English. This short film tries to give an idea of the role played by existing and under construction hydropower projects in the disaster. It presents information, photos, maps, videos, google images and voices of the affected areas and some first hand accounts of the impacts of hydropower projects on communities. While climate change was a trigger for the disaster, the role played by the blasting, tunneling, damming and deforestation, related to hydropower projects was significant.

This short film will be useful to all concerned including the media, various arms of the governments in Himalayan region in India and neighbouring countries, academic institutions, judiciary NGOs organisations and most importantly, the communities who have suffered in the disaster.

World Bank and Asian Development Bank loan for Uttarakhand

विश्व बैंक व एशियाई विकास बैंक ने उत्तराखंड त्रासदी पश्चात पुनर्निर्माण व पुनर्स्थापन के लिए क्रमश: 25 करोड़ व 20 करोड़ डॉलर का ऋण देना स्वीकार किया है.

विश्व बैंक द्वारा  ऋण, आपदा में ध्वस्त हुए पुलों  और गावं की सड़कों  के लिए किया जायेगा। साथ ही, राज्य आपदा प्रबंधन प्राधिकरण कि क्षमता बढ़ाने में उस ऋण का इस्तेमाल किया जायेगा - एक पूर्व सूचना तंत्र व आपदा जोखिम प्रशमन तंत्र स्थापित किया जायेगा और नदियों की रूप-प्रक्रिया का अध्य्यन किया जायेगा। इस ऋण का इस्तेमाल आपदा में गिरे घरों के पुनर्निर्माण के लिए भी किया जायेगा।

एशियाई विकास बैंक के ऋण से राज्य हाईवे व गावं कि सडकों की मरम्मत की जाएँगी, पर्यटन विभाग की  प्रभावित  सम्पत्तियों का पुनर्निर्माण, राज्य में हेलिपैड संजाल निर्माण और आपदा में प्रभावित शहरी पेयजल आपूर्ति कि पुर्नस्थापना का काम किया जायेगा।

कुल ४५ करोड़ डॉलर का ऋण तीन से चार साल में प्रयोग किया जायेगा।  

The World Bank (WB) and the Asian Development Bank (ADB) have approved a loan of $250 million and $200 million respectively for post-disaster reconstruction and rehabilitation in Uttarakhand.

Loan from the World Bank will be used to build bridges and village roads that were damaged during the disaster.  WB loan will also be used to strengthen State Disaster Management Authority through capacity building. Towards this, besides putting in place an early warning system and disaster risk mitigation system, river morphology studies will be conducted. The WB loan would also be used for rebuilding houses (pre-fabricated or owner-driven) damaged during the disaster.

The ADB loan will fund - state highways and major district roads; reconstruction of damaged properties belonging to tourism department; construction of a helipad network in the state and restoring the urban drinking water supply disrupted after the disaster.

The total loan of $450 million will be utilized over a period of three to four years.

Time to Dust Off the Climate Plan?

"इकोनॉमिक एंड पोलिटिकल वीकली" मे अनु जोगेश लिखते हैं कि राज्य सरकार ने जून 2012 में "जलवायु परिवर्तन पर उत्तराखंड कार्य योजना" (उत्तराखंड एक्शन प्लॉन ऑन क्लाइमेट चेंज) तैयार कर दिया था. कमियों के बावजूद, इस कार्य योजना के आधार पर, 2013 के बरसात में आयी त्रासदी पर राज्य सरकार को बेहतर तैयार होना चाहिए था और उससे बेहतर निबटना चाहिए था.

क्यूंकि ऐसा नहीं हुआ, तो कहा जा सकता है कि राज्य सरकार की आपदा प्रबंधन कि तैयारी में कमियां तो हैं ही, पर साथ ही, व्यापक सहभागिता से तैयार की गई कार्य योजना की सरकार के लिए कितनी उपयोगिता है, इस पर भी सवाल खड़े होते हैं.

Writing in "Economic and Political Weekly", Anu Jogesh states that the Uttrakhand government  had finalized the Uttarakhand Action Plan on Climate Change (UAPCC) in June 2012. Despite its shortcomings, UAPCC did provide a base which should have enabled the state government to be better prepared and better respond to the large scale tragedy that overtook the state.

While this underlines the state's shortcomings in disaster management preparedness, it also raises the question on the practical acceptance by the government of the utility or shortcomings of UAPCC, which had been prepared after a considerable exercise.

People no one talks about

सरकार ने खूब बदनामी कमाई, राजनेता हेलिकॉटरों में घूमें, मुख्य मंत्री जी ने सरकारी योजनाओं के प्रचार के लिए पैसा दिया। इस बीच उत्तराखंड त्रासदी के दौरान बहुत सारे स्वंय स्फूर्त सेवा कर्मियों ने काम किया जिसकी कहीं ज्यादा चर्चा नही हुई। 

अपनी  व्यक्तिगत समस्याओं को भुलाकर केदारघाटी के त्रिजुगीनारायण गांव के लोगों ने लगातार अपने घरों से अनाज निकालकर, खाना बनाकर यात्रियों को खाना खिलाया। गुप्तकाशी में सरकार नहीं थी, ना कोई प्रचार था पर स्थानीय लोग जुटे थे खाना बनाकर खिलाने में। केदारनाथजी के रास्ते में बर्बादी आई पर लोगो ने अपनी ओर से जिससे जितना हो सका, मदद की। सरकार से पहले उत्तराखंड के लोगों ने किया। 

अलकनंदा में बद्रीनाथ, हेमकुण्ड के यात्रामार्ग पर पाण्डुकेश्वर, जोशीमठ, पीपलकोटी, गौचर, श्रीनगर जैसे छोटे पहाड़ी शहरों व कस्बों में तो बराबर यात्रियों के लिये लंगर चले ही। गोपेश्वर में महिलाओं की रसोई लगी थी जिसे किसी एन.जी.ओ. ने नहीं चालू कराया था, बस गाँव की महिलायें खाना बनाकर भूखे यात्रियों को खिलाना अपना फर्ज मान रही थी। आतिथ्य सत्कार उत्तराखंड की पंरपरा रही है; तो फिर कोई आपदाग्रस्त यात्री भूखा क्यों रहे!

श्रीनगर में जीवीके कंपनी के बांध के कारण 250 परिवारों के घर जमींदोज़ हुए किंतु कंपनी ने आकर लोगों की मदद को झाँका तक नहीं। शहर के लोग जरूर मदद में आगे आये। गंगोत्री से आने वाले यात्रियों को भी भटवाड़ी व अन्य सड़क किनारे के गांवो के लोगों ने जैसा हो सका अपनी ओर से भोजन, कहीं बिस्कुट या जो कुछ बन पड़ा खिलाया।

इसी गांव के दर्शनलाल गैरोलाजी तीन दिनों तक सोनगंगा पर लकड़ी गिरा कर और तार बांध कर लोगो को पार कराते रहे। गौरीगांव के युवाओं ने नालों पर पुल बांध कर लोगों को आर-पार कराया और ऐसे में दीपगांव-फाटा का 22 वर्षीय युवा बुद्धि भट्ट पैर फिसलने के कारण नदी में बह गया। 
दिल्ली के कालकाजी क्षेत्र में रहने वाले एक सज्जन बताते है कि कैसे वो केदारघाटी में बचकर लौट रहे थे, बुरी दशा थी और कही किसी जगह पर कोई बच्चा मिला जिसने कुछ खाने को दिया; साथ में कुछ कपड़े भी दिये। ना उस बच्चे का नाम मालूम, ना गांव का, पर वो कैसे भूल सकते है उस जीवनदाता को? 

अलकनंदा नदी पर जोशीमठ से आगे गोविंदघाट के ठीक सामने जहां से हेमकुंड साहिब का रास्ता जाता है वहीं संतोष राणा का परिवार रहता है। 16-17 जून 2013 को विष्णुप्रयाग बांध के कारण आई तेज़ बाढ़ ने अलकनंदा का पुल बहा दिया था। हजारों सिख यात्री पहाड़ी पर फंसे थे व वर्षा चालू थी। संतोष के 16 खच्चर चलते हैं। उनके लिये घर में चने की 8 बोरियां रखी थी। संतोष के परिवार ने उसे ही उबाल कर भूखे यात्रियों को खिलाया, आश्रय भी दिया; घर में जो कंबल थे वो भी दिये। संतोष संयोगगवश नदी के इस पार ही था।  देखा कि लोग फंसे है तो वो किसी तरह जोशीमठ पहुंचा। बीच में रास्ते टूटे हुये थे, पैदल ही जाना था। वहां उसने स्थानीय थाने में संपर्क किया और रस्से लेकर गोविंदघाट पहुंचा। संतोष ने विमलेश पंवार और तेजेन्द्र चौहान आदि के साथ रस्सी दूसरी तरफ डाली और काम शुरु कर दिया। एक तरफ पुलना-भ्यूंडार गांव को लीलने के बाद लक्ष्मण गंगा भयांनक रूप से आ रही और सामने अलकनंदा भी उफान पर थी। गोविंदघाट से उपर जाने की सड़क गायब थी। संतोष के परिवार वाले भी फंसे थे। खेत बह चुके थे, पानी मकान तक पहुँच गया था। रस्से लगने के पहले दिन लगभग 250 यात्रियों को नदी पार कराया गया, तब उसने अपने परिवार को पार कराया। 

The government earned a lot of bad name, politicians hovered in helicopters, the chief minister paid the media to propagate government work. Away from these, there were many individuals who did yeoman service at the time of crisis, but who no one has talked about. 

Keeping aside their own despair, residents of Trijuginarayan village, emptied their own household  stores to feed the distraught pilgrims. There was no government or administration on hand and no publicity, but the local people were collectively cooking and feeding the pilgrims. The Kedar valley saw the maximum destruction, but its own people, as much was possible for them to do, were helping the distraught pilgrims. Before even the government could do, the people did it.

There were similar scenes en route Badrinath as well - at Pandukeshwar, Joshimath, Peepalkoti, Gauchar, Srinagar -  where local people were running kitchens for the pilgrims. In Gopeshwar, the women got together to cook food for the people. No one had asked them to, but they did, and felt they were only doing their duty and following their tradition. For the fleeing pilgrims from Gangotri, the locals in Bhatwari and other roadside hamlets were doing all they could to help.

In Srinagar, houses of over 250 families were destroyed due to the muck from the GVK dam. The company didn't lift a finger to help the people; only the people of the town did. 

One Darshanlal Gairola of Trijuginarayan felled a log over Songanga and for three days continuously, helped pilgrims cross safely. In one such incident, 22 yr old Buddhi Bhatt of Deepgaon-Phata slipped and fell into the gushing river. 

A gentleman from Kalkaji in Delhi relates how, escaping from Kedar, and walking distraught for a few days, he was in a really bad shape. Then perchance, he met a child who gave him some food to eat, and also some clothes. The man said, "I don't know the child's name, nor his village; but how can I ever forget him as my life saviour." 

Santosh Rana's family lived across Govindghat, en route Hemkund. That fateful night, as a result of flood due to Vishnuprayag dam, the bridge over Alaknanda got washed away and thousands of Sikh pilgrims got stranded. Santosh owned 16 mules and there were 8 sacks of horse-gram at home. The family opened the sacks to feed the hungry pilgrims with boiled horse-gram, and gave them shelter as well. Coincidently, at the time, Santosh was this side of the river. He walked all the way to Joshimath, contacted the local police station and collected some ropes and returned to Govindghat. Both the Laxman Ganga and Alaknanda were flowing ferociously. H fisamily too was trapped on the other side. His fields had washed away and the water was almost up to his house. There, together with Vimlesh Panwar, Tejendra Chauhan and a few others, he laid the rope across the river. The first day, they helped over 250 pilgrims cross over. Only thereafter did he help his own family cross.

Expert committee on Uttarakhand needs full mandate

सर्वोच्च  न्यायालय द्वारा उत्तराखंड में जलविद्युत परियोजनाओं पर दिए निर्देश पर केंद्रीय पर्यावरण मंत्रालय ने दो महीने बाद १५ अक्टूबर को "अलकनंदा, भागीरथी और उनकी सहायक नदी द्रोणी-क्षेत्रों के अध्ययन" के लिए एक विशेषज्ञ समिति गठित की. लेकिन इस समिति का अधिदेश सर्वोच्च  न्यायालय के आदेश के विपरीत है, जो की उत्तराखंड कि समस्त  जलविद्युत परियोजनाओं को लेकर था. 

साथ ही, इस विशेषज्ञ समिति में ऐसे लोग नामित किये गए हैं जिनका इसमें सदस्य होने में हित-विरोध है - जैसे श्री बी.पी. दास जो पूर्व में पर्यावरण मंत्रालय की नदी-घाटी परियोजनाओं पर विशेषज्ञ मूल्यांकन समिति के उपाध्यक्ष रहे हैं और अब इस नई समिति के सदस्य के नाते वे उन्ही परियोजनाओं पर फैसला लेंगे जिनको उन्होंने तब स्वीकृति दी थी. उन्ही की तरह, एक अन्य सदस्य श्री जी.एल. बंसल भी पर्यावरण मंत्रालय की नदी-घाटी परियोजनाओं पर विशेषज्ञ मूल्यांकन समिति के सदस्य रहे हैं.  इसके अलावा, इस विशेषज्ञ समिति में सरकारी सदस्यों कि भरमार है - जैसे उत्तराखंड जल संसाधन विभाग के मुख्य अभियंता और एन.आई.आर.एम., आई.सी.एफ. आर.आई.,  एन.डी.एम. ए., तथा सी.पी. डब्लूडी. के विशेषज्ञ प्रतिनिधि जिनका न तो जलविद्युत विषय में विशेषज्ञता है, न जलविद्युत परियोजनाओं में सीधा हस्तक्षेप है, और जो न ही सर्वोच्च न्यायालय के आदेश का हिस्सा थे.  यदि समिति को उनकी विशेषज्ञता के ज़रुरत पड़ती भी है तो वे समिति के सामने गवाही दे सकते हैं.         

इतना ही नहीं, पर्यावरण मंत्रालय पहले भी भारतीय वन्यजीव संस्थान द्वारा इस तरह कि समीक्षा करा चुका है और जिनकी रिपोर्ट में उत्तराखंड में २४ जलविद्युत परियोजनाओं द्वारा जैव-विविधता पर महत्वपूर्ण दुष्प्रभाव की बात की गई थी. उस रिपोर्ट पर निर्णय लेने कि जगह पर्यावरण मंत्रालय ने वो जिम्मेदारी इस नई विशेषज्ञ समिति के सर मड़ दी है.

अतः आवश्यक है कि विशेषज्ञ समिति के अधिदेश को बढ़ा कर पूरे उत्तराखंड की जल-विद्युत् परियोजनाओं की समीक्षा अध्ययन किया जाना चाहिए और वे सदस्य जिनका इसमें हित-विरोध है, उन्हें व अनावश्यक सरकारी प्रतिनिधियों को समिति से हटाया जाना चाहिए।


Over two months after the Supreme Court (SC) of India order of 13 August 2013 on hydroelectric power projects in Uttarakhand, the MoEF constituted an expert committee on 15 October 2013. This expert committee is to do a study of HEP projects “in the river basin of Alaknanda, Bhagirathi and their tributaries”. This mandate does not comply with the  SC order which related to HEP projects in the entire Uttarakhand state.

Also, the expert committee has members with conflict of interest, such Mr BP Das, who as a former Vice-Chair of MoEF's Expert Appraisal Committee on River Valley Projects cleared many of these projects. As a member of this new expert committee, he will be now sitting on judgement over those same projects! Similarly, Mr GL Bansal too was a member of the EAC and hence his selection in this committee involves conflict of interest.  Moreover, there is an excessive inclusion of government members such as Chief Engineer of Uttarakhand Water Resources Department, and expert representatives of NIRM, ICFRI, NDMA and CPWD. These bodies also do not have any expertise or direct involvement in hydropower projects, and were not part of the SC order. If the committee need their expertise, they can in any case be asked to depose before the committee.

Besides, earlier, at the behest of MoEF, Wildlife Institute of India had looked into 24 HEP projects in Uttarakhand and had concluded that these had significant impact on the biodiversity. Instead of taking decision on WII report, MoEF has now passed the hat to the new expert committee.
  
Accordingly, the mandate of the expert committee needs to be expanded to include whole of Uttarakhand as per the SC order, and its members with conflict of interest as well as unnecessary government representation, need to be dropped.

Trauma widespread but still to be addressed

उत्तराखंड त्रासदी में, विशेषकर केदारघाटी के प्रवाभित लोगों में  "मानसिक आघात व तनाव" अति गंभीर समस्याएँ हैं, पर राहत कार्यों में इनपर कम ही ध्यान दिया गया है। काम में मन न लगना, चुप-चुप सा रहना - ये लक्षण तो हैं ही, लेकिन मानसिक आघात के अति गंभीर व दूरगामी परिणाम भी होते हैं - जैसे शराब का अत्याधिक व्यसन और यहाँ तक कि शादी के नाम पर महिलाओं का अवैध व्यापार। इस तरह की खबरें इधर-उधर से आ भी रही हैं।  

सितम्बर में एक्शनऐड ने, उत्तराखंड में मानसिक स्वास्थ्य पर स्वयंसेवी टीम तैयार करने के इरादे से, अपनी सहयोगी संस्थाओं के लिए "समाजो-मानसिक परामर्श" पर एक कार्यशाला आयोजित की। 'टाटा इंस्टिट्यूट ऑफ़ सोशल साइंसेज' कीं डॉ आशा, डॉ केटी और डॉ जैकलीन इस कार्यशाला में मुख्य प्रशिक्षक थीं। उन्होंने समझाया की आपदायें किस-किस तरह से इंसान को प्रभावित करती हैं और प्रभावित लोगों के साथ कैसा व्यवहार कर हम उनका उपचार कर सकते हैं। इसके लिए, उन्होंने कुछ बातों को ज़रूरी बताया जैसे - मरीज के साथ समय बिताना, धैर्य से काम लेना, उनके प्रति संवेदनशील होना, आदि।

कार्यशाला गढ़वाल मंडल विकास निगम के ऋषिकेश में "गंगा रिसोर्ट"में हुई। यह कहना भी ज़रूरी है कि "गंगा रिसोर्ट" के लिएपिछले तीन महीनों में ये पहली बुकिंग थी!   

A disaster victim feels entrapped from all sides.
In the entire relief operations across the state, the problem of "trauma and mental health" is the one that is least attended to, and yet it is major problem afflicting the people, particularly in the Kedar valley. Stress and depression, leading to disinclination to work, are the most apparent symptoms, but there are much wider ramifications - such as increased alcoholism and even women trafficking. Already, stories of excessive liquor consumption is being reported and also of girls and young women being "offered" in doubtful marriages.

In September, a much needed "Socio-Psychological Counselling" workshop was organized by ActionAid for its partners in Uttarakhand, with a view of developing a cadre of volunteers in the state. The workshop was conducted by psychologists from Tata Institute of Social Sciences - Dr Asha, Dr Kety and Dr Jaqueline. They provided an insight into how disasters impact a victim  psychologically, and thereby how to take care of the people - being with them, listening, developing empathy and handling with patience.

The workshop took place at 'Ganga Resort', a unit of Garhwal Mandal Vikas Nigam in Rishikesh. It might be pertinent to state that for "Ganga Resort" it was the first booking in three months!

The drums are silent

कालीमठ और आसपास के गांवों में 12  बाज्गी परिवार हैं, जिनकी कमाई का काफी हिस्सा कालीमठ मंदिर से आता था। लोग या यात्री जो मंदिर आते थे, उनका द्वारा करायी जा रही पूजा के दौरान ये बाज्गी ढोल बजाते थे, और वे यात्री ही पूजा हो जाने के बाद उन्हें पैसा देते थे। इन 12  परिवारों ने मंदिर में ढोल बजाने के काम को आपस में बांटा था। एक समय पर चार परिवार, 10  दिन के लिए  बैठते  थे; अगले दस दिन अन्य चार परिवार, आदि।  यानि कि प्रत्येक परिवार को एक महीने में दस दिन मिलते थे। यात्रियों के संख्या के आधार पर, हर परिवार औसतन हर रोज़ रु. 400 -500 कमा लेता था, यानि कि  हर परिवार एक महीने में करीब रु. 5000 तक पा  लेता था। त्योहारों के अवसर पर - जैसे नवरात्रों पर, बारह के बारह परिवार मंदिर में बैठते थे क्योंकि उन दिनों पूजा करने वालों की ज्यादा भीढ़ रहती थी।

पर पिछले तीन महीनों से सब सूना पड़ा है क्योंकि कालीमठ का सड़क संपर्क अभी भी पूरी तरह कटा हुआ है। और बाज्गी परिवारों पर आजीविका के लाले पड़ गए हैं। "राहत" कार्यों में मजदूरी करने से वे किसी तरह अपना गुजारा चला रहें हैं।  

In and around Kalimath, there are 12 bajgi (drummer) families whose major source livelihood was related to the Kalimath temple. In accordance with the local custom, the bajgis would beat their drums while the pilgrims prayed at the temple, and the pilgrims would pay or tip them at the end of it. The families shared the task in rotation - four families at a time, for 10 days each. This way, each family would be able to do this job for 10 days a month.

With Kalimath being a revered destination for the local (Uttarakhandi) as well as other pilgrims, each would earn would earn about Rs 400-500 a day; i.e. Rs 5000 a month. The Navratri were an important period in the calendar, when in view of the heavy rush, all the 12 families would be at the temple, performing the drumming function.

With Kalimath, still without any road connection, pilgrims visits have dried up, and so has the source of earning for the bajgi families. They are now trying to make their ends meet by working as labourer in relief operations or otherwise.

Where have the children gone!

उत्तराखंड के रुद्रप्रयाग जिला के उखीमठ विकास खंड के हर माध्यमिक स्कूल का कोई न कोई बच्चा केदारनाथ आपदा के काल में समां गया है या उनका अभी तक पता नहीं चल पाया है. रुद्रप्रयाग की गुमशुदा सूची में दर्ज 652 व्यक्तियों में से 33 % (220) बच्चे और किशोर हैं. इन गायबो की सूची में से 151 ऐसे हैं जो 15 साल से कम उम्र के थे. उखीमठ विकास खंड के खंड शिक्षा अधिकारी कलम सिंह राणा बताते हैं कि, "अभी तक हमें केवल सरकारी स्कूलों की कक्षा 6 से लेकर 12 तक के 176 बच्चों के आपदा में मरने या गायब होने की आधिकारिक सूचना  है."

218 छात्र संख्या वाले कोटमा इंटर कॉलेज के 19 बच्चे; 400  छात्र संख्या वाले फाटा इंटर कॉलेज के 18 बच्चे आपदा की चपेट में गायब हैं. इसी तरह लम्गोंदी के 12, ल्वारा के 11  व खुमेरा के ८ बच्चे गायब हैं.  

मई-जून महीनों में जब अधिक यात्री आते हैं उसी दौरान स्कूलों में छुट्टी होती है, और अस्थाई श्रमिकों की कमी इन स्कूली बच्चों से पूरी होती है.  राओंलेक इंटर कॉलेज के प्रधानाचार्य कुंवर सिंह राणा बताते हैं कि गर्मियों में कठिन मेहनत से कमाए गए कुछ हज़ार रुपयों में ये स्कूली बच्चे आने वाले साल के लिए पुस्तकें या कपडे खरीदते थे. इस क्षेत्र में यह प्रचलन में कई दशकों से है.

In Ukhimath blocks of Rudraprayag district at least one child in every secondary school has either died in or is missing since the Kedarnath disaster. Of the 652 people listed as missing in Rudraprayag, 33% (220) are either children or youth. And 151 of these are under 15 years of age. Block Education Officer (Ukhimath Block) Kalam Singh Rana says, "So far we only  have official information of 176 children from class 6 to class 12 in government schools, dead or missing."

19 out of 218 children from Kotma Inter College, 18 children out of 400 from Phata Inter College are missing since the disaster. Likewise, 12 children from village Lamgondi, 11 from Lvara and 8 from village Khumera are missing.

The months of May-June which sees maximum pilgrim/tourist arrival coincides with the period of school holidays, and the school children make up a good percentage of casual labour provided on the route. Kunwar Singh Rana, Principal of Rounlek Inter College informs that from the hard earned few thousand rupees that children collect during that period, they buy books or clothes for the coming year. This has been in practice for quite a few decades.

Children write letters to Gandhiji

सर्वोदय मंडल देहरादून और चिंतन हिमालय द्वारा प्रोत्साहित, मुन्सियारी ब्लाक (पिथोरागढ़) में राजकीय इंटर कॉलेज मवानी-दवानी व् शहीद भीम सिंह धामी विद्या मंदिर, बंगापनी के विद्यार्थियों ने गाँधी जयंती के अवसर पर, महात्मा गाँधी को पत्र लिखे।

गांधीजी को पत्र में बच्चों ने जून २०१३ में उनके क्षेत्र में हुई तबाही और उसके बाद का वर्णन किया। कक्षा ५-८ के बच्चों ने अपने घर-गाँव की स्तिथि तक अपने को सीमित रखा, जब की कक्षा ९-१० के विद्यार्थियों ने राज्य स्तर की बातें रखीं और कक्षा ११-१२ के विद्यार्थियों ने देश स्तर की बातें रखीं। विद्या मंदिर के कक्षा ५ से नीचे के बच्चों ने चित्रकला प्रतियोगिता में भाग लिया और उन्होंने गांधीजी से सम्बंधित विषयों पर चित्र बनाये।

कुल मिलाकर, पत्र लेखन में ३६ और चित्रकला में १६ बच्चों ने भाग लिया। कार्यक्रम का सञ्चालन इंटर कॉलेज मवानी-दवानी में प्रवक्ता श्री राम कुमार मिश्र ने किया।
 
Inspired by Sarvodaya Mandal (Dehra Dun) and Chintan Himalaya, involved post-disaster in Munsiyari block (Pithoragarh), students from two schools (namely Rajkiya Inter College, Mawani-Dawani and Shaheed Bhim Singh Dhami Vidya Mandir, Bangapani) wrote letters to Mahatma Gandhi on his 144th birth anniversary - 2 October 2013.

The children wrote letters to Gandhi on the post-disaster scenario in their villages and the region, and problems that they have since been facing. While the children from classes 5-8 limited their issues to those at the village level, classes 9-10 students wrote of concerns at the State level, and the students of classes 11-12 took a countrywide perspective. Children below class 5 at Vidya Mandir did not write letters but instead took part in a drawing competition - on any subject related to Gandhiji.

In all, 36 students participated in letter-writing and 16 participated in the drawing competition. The event was conducted by Sh Ram Kumar Mishra, Lecturer at the Inter College, Mawani-Dawani.

The mule train

उत्तराखंड की त्रासदी में बहुत ज्यादा नुकसान खच्चरो का भी हुआ है, जिसकी कम ही चर्चा हुई है न केवल केवल हजारों खच्चरो की जान गई, हजारों लोगों ने अपनी आजीविका का मुख्य साधन भी खो दिया। स्थानीय अनुमानों के हिसाब से, अकेले केदारनाथ में ५००० खच्चर मरे. त्रासदी के पहले एक  खच्चर की कीमत रु ४०-८० हज़ार या अधिक थी 

हालांकि ये  खच्चर अभी कम उपलब्ध थे, फिर भी, त्रासदी के बाद दूर-दराज इलाकों में राहत पहुँचाने के लिए खच्चर ही काम आये  यहाँ दिए गए चित्र जिला उत्तरकाशी में गंगोरी से भटवारी जाने के हैं

One of the biggest but least talked about major loss in Uttrakhand has been of mules. Not only have thousands of mules lost their lives but as a result thousands of people lost their main source of livelihood also. Locals estimate a loss of over 5000 mules in Kedarnath region alone. Pre-disaster, the cost of a mule was anywhere between Rs. 40,000 to 80,000 or more. 

Right now these mules, although rare to find, are often the major mode of reaching out to completely cut off terrains and there are still some places where there isn’t a route even for the mules. Just ensure that services are reinstated

पहली नज़र में गुप्तकाशी लगता है, किसी चुनाव की तैयारी में है जीप और मिनी-बस चारों तरफ और बाज़ार पोस्टरों से पटा हुआ. नज़दीक आने पर एहसास होता है कि ये पोस्टर दरअसल त्रासदी के अँधेरे में टिमटिमाती उम्मीदें भर हैं - किसी ख़ुशी के समय में ली गयीं लोगों की फोटो। मध्य प्रदेश, कोलकोता, दिल्ली, जयपुर, सभी जगह से - उनकी जो अब हैं नहीं। सरकारी शब्दावली में जो "गुमशुदा" हैं। मुंबई से आया एक नौजवान अपने माँ-बाप को ढूँढ रहा है; वो अपने साथ मदद के लिए प्रशिक्षित पर्वतारोहियों को लाया है। पर वो कहाँ तलाश करे, किसी को पता नहीं।  

फाटा, शेरसी, रामपुर, सीतापुर, सोनप्रयाग - गम की चादर से ढकें हैं। वे जगहें जहाँ से नौ कम्पनियाँ केदारनाथ को दिनभर में 250 उड़ानें भरती थीं, आज सुनसान पड़ी हैं पिछले साल, शेरसी में, हेलिकोप्टर उड़ान स्थल पर ज़मीन एकाएक धंस गयी मालूम हुआ कि उसके नीचे से फाटा-ब्युंग जल-विद्युत् परियोजना की सुरंग निकल रही थी! कंपनी ने फटाफट गड्ढा भर दिया    

17 जून की सुबह, मन्दाकिनी और सोनगंगा नदियों में बाढ़ के मलबे से  फाटा-ब्युंग बाँध के निकास-द्वार बंद हो गए फलस्वरूप, तेजी से इक्कठा हो रहे पानी ने पीछे जोर का पछाड़ मारा जिससे किनारे से पहाड़ियां टूटीं और 70 प्रतिशत सोनप्रयाग बाज़ार ध्वस्त हो गया 

रामबाड़ा मे हुए विनाश में सावित्री के पति और बेटा तो बच गए, पर उनके जीवनभर की बचत और उम्मीद, उनकी दुकान ख़त्म हो गयी। सावित्री ने मेरा हाथ पकड़ कर पूछा, "क्या हुआ?क्या चीन ने कोई बम फेंका?लोग किसी तरह की गैस की बात कर रहे हैं। क्या कोई जहर था?" उसने सुना था की जो लोग बचकर ऊपर की ओर निकल गए थे, उनसे सांस नहीं ली जा रही थी, उन्होंने अपना चेहरा पोंछा और वहीँ पर ढेर हो गए। ढलानों पर शव ही शव पड़े थे किसी ने कहा, वासुकी ताल का नाम ही सर्पों के राजा पर पड़ा है और उसमे जहरीली गैस हैं; शायद वे ही रिसी होंगी  

खुमारा गाँव के शिव नारायण राहत को लेकर बहुत उत्तेजित हैं। "हम भिखारी नहीं हैं," वे कहने लगे। "आत्म-सम्मानी पहाड़ी लोगों को भिखमंगा मत बनाओ ये सब आटा-चावल मत भेजो बस, सेवा-व्यवस्था पुनर्चालित हो, इतना सुनिश्चित कर दो।"

Guptkashi, at first casual glance, looks like preparing for elections - lots of jeeps and mini buses hanging around, and posters plastered all over. Until one gets close and realizes these are desperate hope in tragedy, photos of people from happier times - from MP, Kolkata, Delhi, Jaipur, everywhere….all gone.  “Missing” is the official word. A young man from Mumbai, looking for his parents, has hired professional mountaineers to assist him, but look for then where, nobody knows.

A pall of gloom hangs over Phata, Shersi, Rampur, Sitapur and Sonprayag. The helipads which serviced nine companies to fly over 250 trips to Kedarnath everyday are deserted. In Shersi, last year, a big hole appeared on the helipad. When someone peeped in, he realized the helipad had been sitting over a tunnel, part of Lanco’s Phata-Byung Project, which had caved in. The company quickly filled up the hole.

On 17 June morning, swollen waters carrying rocks, boulders and what not came rushing down the Mandakini and Songanga confluence, choking the Phata-Byung dam gates. The river pooled up, rose as a swirling wall and back-lashed, tearing the mountain sides, along with 70% of the Sonprayag market.

Savitri’s husband and son survived the disaster at Rambara, but they lost their shop there and along with it all their life’s savings and hopes. She held my hand and asked, “What happened? Did China drop a bomb? People talk about some gas. Was it poison?”  She heard that people who had climbed up the hill to the other side would go out of breath, wipe their faces and collapse. Long lines of dead bodies lay scattered over the hillsides. Someone said, Basuki tal is named after the king of serpents and it contains poisonous gases; possibly these were released.

Shiv Narain, from Khumara village, is in his late fifties. He is furious about all relief material. “We are not beggars,” he says. “Don’t turn self respecting mountain people into dole seekers. Don’t send all this atta-chawal. Just ensure that services are reinstated!”
