Expert Committee sees destructive role of hydel projects in Uttarakhand disaster

२०१३ के बरसात में उत्तराखंड ने अपने इतिहास की सर्वाधिक विध्वंसकारक त्रासदी झेलीं. स्थानीय नागरिक और चश्मदीद गवाह तो कह रहे ही थे; पर अब वन एवं पर्यावरण मंत्रालय द्वारा गठित विशेषज्ञ समिति ने भी उन शंकाओं पर मुहर लगा दी है कि राज्य में निर्माणाधीन जल-विद्युत परियोजनाओं ने आपदा को व्यापकता दी है और उसके प्रभावों को कई गुणा बढ़ाया है.

"संदर्प", जिसका बाँध एंड नदियों पर गहरा अध्ययन रहता है, ने विशेषज्ञ समिति की रिपोर्ट पर अपनी प्रतिक्रिया व टिप्पणी दी है, जिसे आप नीचे दिए गए लिंक पर देख सकते हैं.

Most people have been saying it, but now the "Expert Committee" that was set up by the Ministry of Forests and Environment, has confirmed that the role of hydel projects across the state has been destructive and worsened the impact of floods in the what has been termed as possibly the worst disaster ever in Uttarakhand.

प्रभावित अभी भी गौशालाओं में Victims still living in cowsheds

चन्द्रापुरी गाँव (ज़िला रुद्रप्रयाग) में जून कि आपदा में, मन्दाकिनी में आयी बाढ़ में ५७ घर ज़मींदोज़ हो गए थे. आज, छः महीने बाद भी, कई प्रभावित लोग गौशालाओं या टेंट में किसी तरह रह रहे हैं. कुंदन लाल और उसके परिवार के सात सदस्य दो टेंटों में रह रहे हैं. त्रासदी के बाद से वे अब तक पांच गाँवों में, कभी यहाँ, कभी वहाँ भटक चुके हैं.

उत्तराखंड त्रासदी में ख़त्म हुए ३१०० घरों में से २४१० गाँव इलाकों में थे. मुख्य मंत्री विजय बहुगुणा ने घोषणा की थी कि जाड़ों के आने से पहले, आपदा प्रभावित लोग व्यक्तिगत घरों में चले जायेंगे, लेकिन अभी तक राज्य के किसी भी आपदा-प्रभावित इलाके में इस सम्बन्ध में कोई भी काम नहीं हुआ है.

चन्द्रापुरी से १५ किमी केदारनाथ की ओर सिमी गाँव  में ज़मीन धँस रही है.

In Chandrapuri village (Rudraprayag district), 57 houses got destroyed from the gush that entered the valley and within a few hours the space earlier occupied by residential buildings got bulldozed over by the Mandakini river. More than six months after the disaster, many villagers reside in cow sheds and a few others in tents. Kundan Lal and his seven other family members live in two tents. The family has rotated between five villages post-disaster.

Of the 3100 buildings that were destroyed across the state in mid-June deluge, 2410 are in rural areas. Chief Minister Vijay Bahuguna had earlier announced that the disaster-affected would be shifted to individual residences before winter sets in but not much work regarding housing can be spotted in any of the disaster-hit areas across the state.

15 km from Chandrapuri towards Kedarnath, in Simi village, land is sinking as a result of the mid-June disaster.

उत्तराखंड में 1200 टन सेब और आलू सड़ रहे : 1200 tons of apples and potatoes rot in Uttarkhand

आपदा प्रभावित क्षेत्रों में करीब १२०० टन सेब और आलू सड़ रहा है क्योंकि सडकों कि हालत अभी भी खराब होने से उत्पादन को बाज़ार तक नहीं लाया जा सका.

गढ़वाल मंडल विकास निगम के प्रबंधक प्रताप शाह के अनुसार, "अगस्त में सरकार द्वारा हमें दिये गए निर्देश के अनुसार उत्तरकाशी, टिहरी, पौड़ी, चमोली, रुद्रप्रयाग और चकरौता के किसानों की आजीविका में सहयोग के मद्देनज़र हमने उनसे न्यूनतम समर्थन मूल्य पर सेब रु ३० प्रति किलो और आलू रु १५ प्रति किलो ख़रीदा।  हमने माल इकठ्ठा करने के लिए बड़ी तादाद में लोग लगाये और माल को खाली घरों में स्टॉक भी कर के रखा. पर अधिकांश केस में माल को सडकों की खराब स्थिति की वजह से बाज़ार तक पहुँचाना मुश्किल हुआ."  

उन्होंने कहा कि  घोड़े और खच्चरों से माल ले जाना अव्यवहारिक और महंगा भी पड़ता।  निगम ने कहीं-कहीं गाड़ियां किराये पे ली पर वे भी महंगी पड़ी क्योंकि ड्राईवर लोगो ने खराब रास्तों पर गाड़ी ले जाने के लिए बहुत ज़यादा पैसे मांगे।  ऐसी स्थिति में अधिकांश माल खराब हो गया है, और जो बचा, वो भी बिक्री लायक नहीं है. 

Around 1200 tons of apples and potatoes have rotted in areas affected by the June flash floods in Uttarakhand as the Garhwal Mandal Vikas Nigam (GMVN) could not move them to the markets due to poor connectivity of roads. Many roads are still not in a passable state in the region.  

GMVN's general manager of marketing Pratap Shah said, "GMVN had no option but to comply with the Government Order issued in August this year where we were asked to buy the apple at the minimum support price of Rs 30 and potato at Rs 15 per kg from the farmers in Uttarkashi, Tehri, Pauri, Chamoli, Rudraprayag and Chakrata districts to support farmers and protect the produce. We employed a large workforce to collect the produce and stock them up in vacant houses. But it became difficult to transport it to markets in most cases because of bad roads." 

He said that the alternate option of carrying the stock on mules and horses was unviable and very expensive. In some cases they hired vehicles but that proved expensive as drivers quoted higher prices to navigate broken roads. As a result most of the stock perished after lying piled up for months together and the remaining one is not saleable either.

World Bank and Asian Development Bank loan for Uttarakhand

विश्व बैंक व एशियाई विकास बैंक ने उत्तराखंड त्रासदी पश्चात पुनर्निर्माण व पुनर्स्थापन के लिए क्रमश: 25 करोड़ व 20 करोड़ डॉलर का ऋण देना स्वीकार किया है.

विश्व बैंक द्वारा  ऋण, आपदा में ध्वस्त हुए पुलों  और गावं की सड़कों  के लिए किया जायेगा। साथ ही, राज्य आपदा प्रबंधन प्राधिकरण कि क्षमता बढ़ाने में उस ऋण का इस्तेमाल किया जायेगा - एक पूर्व सूचना तंत्र व आपदा जोखिम प्रशमन तंत्र स्थापित किया जायेगा और नदियों की रूप-प्रक्रिया का अध्य्यन किया जायेगा। इस ऋण का इस्तेमाल आपदा में गिरे घरों के पुनर्निर्माण के लिए भी किया जायेगा।

एशियाई विकास बैंक के ऋण से राज्य हाईवे व गावं कि सडकों की मरम्मत की जाएँगी, पर्यटन विभाग की  प्रभावित  सम्पत्तियों का पुनर्निर्माण, राज्य में हेलिपैड संजाल निर्माण और आपदा में प्रभावित शहरी पेयजल आपूर्ति कि पुर्नस्थापना का काम किया जायेगा।

कुल ४५ करोड़ डॉलर का ऋण तीन से चार साल में प्रयोग किया जायेगा।  

The World Bank (WB) and the Asian Development Bank (ADB) have approved a loan of $250 million and $200 million respectively for post-disaster reconstruction and rehabilitation in Uttarakhand.

Loan from the World Bank will be used to build bridges and village roads that were damaged during the disaster.  WB loan will also be used to strengthen State Disaster Management Authority through capacity building. Towards this, besides putting in place an early warning system and disaster risk mitigation system, river morphology studies will be conducted. The WB loan would also be used for rebuilding houses (pre-fabricated or owner-driven) damaged during the disaster.

The ADB loan will fund - state highways and major district roads; reconstruction of damaged properties belonging to tourism department; construction of a helipad network in the state and restoring the urban drinking water supply disrupted after the disaster.

The total loan of $450 million will be utilized over a period of three to four years.

Expert committee on Uttarakhand needs full mandate

सर्वोच्च  न्यायालय द्वारा उत्तराखंड में जलविद्युत परियोजनाओं पर दिए निर्देश पर केंद्रीय पर्यावरण मंत्रालय ने दो महीने बाद १५ अक्टूबर को "अलकनंदा, भागीरथी और उनकी सहायक नदी द्रोणी-क्षेत्रों के अध्ययन" के लिए एक विशेषज्ञ समिति गठित की. लेकिन इस समिति का अधिदेश सर्वोच्च  न्यायालय के आदेश के विपरीत है, जो की उत्तराखंड कि समस्त  जलविद्युत परियोजनाओं को लेकर था. 

साथ ही, इस विशेषज्ञ समिति में ऐसे लोग नामित किये गए हैं जिनका इसमें सदस्य होने में हित-विरोध है - जैसे श्री बी.पी. दास जो पूर्व में पर्यावरण मंत्रालय की नदी-घाटी परियोजनाओं पर विशेषज्ञ मूल्यांकन समिति के उपाध्यक्ष रहे हैं और अब इस नई समिति के सदस्य के नाते वे उन्ही परियोजनाओं पर फैसला लेंगे जिनको उन्होंने तब स्वीकृति दी थी. उन्ही की तरह, एक अन्य सदस्य श्री जी.एल. बंसल भी पर्यावरण मंत्रालय की नदी-घाटी परियोजनाओं पर विशेषज्ञ मूल्यांकन समिति के सदस्य रहे हैं.  इसके अलावा, इस विशेषज्ञ समिति में सरकारी सदस्यों कि भरमार है - जैसे उत्तराखंड जल संसाधन विभाग के मुख्य अभियंता और एन.आई.आर.एम., आई.सी.एफ. आर.आई.,  एन.डी.एम. ए., तथा सी.पी. डब्लूडी. के विशेषज्ञ प्रतिनिधि जिनका न तो जलविद्युत विषय में विशेषज्ञता है, न जलविद्युत परियोजनाओं में सीधा हस्तक्षेप है, और जो न ही सर्वोच्च न्यायालय के आदेश का हिस्सा थे.  यदि समिति को उनकी विशेषज्ञता के ज़रुरत पड़ती भी है तो वे समिति के सामने गवाही दे सकते हैं.         

इतना ही नहीं, पर्यावरण मंत्रालय पहले भी भारतीय वन्यजीव संस्थान द्वारा इस तरह कि समीक्षा करा चुका है और जिनकी रिपोर्ट में उत्तराखंड में २४ जलविद्युत परियोजनाओं द्वारा जैव-विविधता पर महत्वपूर्ण दुष्प्रभाव की बात की गई थी. उस रिपोर्ट पर निर्णय लेने कि जगह पर्यावरण मंत्रालय ने वो जिम्मेदारी इस नई विशेषज्ञ समिति के सर मड़ दी है.

अतः आवश्यक है कि विशेषज्ञ समिति के अधिदेश को बढ़ा कर पूरे उत्तराखंड की जल-विद्युत् परियोजनाओं की समीक्षा अध्ययन किया जाना चाहिए और वे सदस्य जिनका इसमें हित-विरोध है, उन्हें व अनावश्यक सरकारी प्रतिनिधियों को समिति से हटाया जाना चाहिए।


Over two months after the Supreme Court (SC) of India order of 13 August 2013 on hydroelectric power projects in Uttarakhand, the MoEF constituted an expert committee on 15 October 2013. This expert committee is to do a study of HEP projects “in the river basin of Alaknanda, Bhagirathi and their tributaries”. This mandate does not comply with the  SC order which related to HEP projects in the entire Uttarakhand state.

Also, the expert committee has members with conflict of interest, such Mr BP Das, who as a former Vice-Chair of MoEF's Expert Appraisal Committee on River Valley Projects cleared many of these projects. As a member of this new expert committee, he will be now sitting on judgement over those same projects! Similarly, Mr GL Bansal too was a member of the EAC and hence his selection in this committee involves conflict of interest.  Moreover, there is an excessive inclusion of government members such as Chief Engineer of Uttarakhand Water Resources Department, and expert representatives of NIRM, ICFRI, NDMA and CPWD. These bodies also do not have any expertise or direct involvement in hydropower projects, and were not part of the SC order. If the committee need their expertise, they can in any case be asked to depose before the committee.

Besides, earlier, at the behest of MoEF, Wildlife Institute of India had looked into 24 HEP projects in Uttarakhand and had concluded that these had significant impact on the biodiversity. Instead of taking decision on WII report, MoEF has now passed the hat to the new expert committee.
  
Accordingly, the mandate of the expert committee needs to be expanded to include whole of Uttarakhand as per the SC order, and its members with conflict of interest as well as unnecessary government representation, need to be dropped.

Just ensure that services are reinstated

पहली नज़र में गुप्तकाशी लगता है, किसी चुनाव की तैयारी में है जीप और मिनी-बस चारों तरफ और बाज़ार पोस्टरों से पटा हुआ. नज़दीक आने पर एहसास होता है कि ये पोस्टर दरअसल त्रासदी के अँधेरे में टिमटिमाती उम्मीदें भर हैं - किसी ख़ुशी के समय में ली गयीं लोगों की फोटो। मध्य प्रदेश, कोलकोता, दिल्ली, जयपुर, सभी जगह से - उनकी जो अब हैं नहीं। सरकारी शब्दावली में जो "गुमशुदा" हैं। मुंबई से आया एक नौजवान अपने माँ-बाप को ढूँढ रहा है; वो अपने साथ मदद के लिए प्रशिक्षित पर्वतारोहियों को लाया है। पर वो कहाँ तलाश करे, किसी को पता नहीं।  

फाटा, शेरसी, रामपुर, सीतापुर, सोनप्रयाग - गम की चादर से ढकें हैं। वे जगहें जहाँ से नौ कम्पनियाँ केदारनाथ को दिनभर में 250 उड़ानें भरती थीं, आज सुनसान पड़ी हैं पिछले साल, शेरसी में, हेलिकोप्टर उड़ान स्थल पर ज़मीन एकाएक धंस गयी मालूम हुआ कि उसके नीचे से फाटा-ब्युंग जल-विद्युत् परियोजना की सुरंग निकल रही थी! कंपनी ने फटाफट गड्ढा भर दिया    

17 जून की सुबह, मन्दाकिनी और सोनगंगा नदियों में बाढ़ के मलबे से  फाटा-ब्युंग बाँध के निकास-द्वार बंद हो गए फलस्वरूप, तेजी से इक्कठा हो रहे पानी ने पीछे जोर का पछाड़ मारा जिससे किनारे से पहाड़ियां टूटीं और 70 प्रतिशत सोनप्रयाग बाज़ार ध्वस्त हो गया 

रामबाड़ा मे हुए विनाश में सावित्री के पति और बेटा तो बच गए, पर उनके जीवनभर की बचत और उम्मीद, उनकी दुकान ख़त्म हो गयी। सावित्री ने मेरा हाथ पकड़ कर पूछा, "क्या हुआ?क्या चीन ने कोई बम फेंका?लोग किसी तरह की गैस की बात कर रहे हैं। क्या कोई जहर था?" उसने सुना था की जो लोग बचकर ऊपर की ओर निकल गए थे, उनसे सांस नहीं ली जा रही थी, उन्होंने अपना चेहरा पोंछा और वहीँ पर ढेर हो गए। ढलानों पर शव ही शव पड़े थे किसी ने कहा, वासुकी ताल का नाम ही सर्पों के राजा पर पड़ा है और उसमे जहरीली गैस हैं; शायद वे ही रिसी होंगी  

खुमारा गाँव के शिव नारायण राहत को लेकर बहुत उत्तेजित हैं। "हम भिखारी नहीं हैं," वे कहने लगे। "आत्म-सम्मानी पहाड़ी लोगों को भिखमंगा मत बनाओ ये सब आटा-चावल मत भेजो बस, सेवा-व्यवस्था पुनर्चालित हो, इतना सुनिश्चित कर दो।"

Guptkashi, at first casual glance, looks like preparing for elections - lots of jeeps and mini buses hanging around, and posters plastered all over. Until one gets close and realizes these are desperate hope in tragedy, photos of people from happier times - from MP, Kolkata, Delhi, Jaipur, everywhere….all gone.  “Missing” is the official word. A young man from Mumbai, looking for his parents, has hired professional mountaineers to assist him, but look for then where, nobody knows.

A pall of gloom hangs over Phata, Shersi, Rampur, Sitapur and Sonprayag. The helipads which serviced nine companies to fly over 250 trips to Kedarnath everyday are deserted. In Shersi, last year, a big hole appeared on the helipad. When someone peeped in, he realized the helipad had been sitting over a tunnel, part of Lanco’s Phata-Byung Project, which had caved in. The company quickly filled up the hole.

On 17 June morning, swollen waters carrying rocks, boulders and what not came rushing down the Mandakini and Songanga confluence, choking the Phata-Byung dam gates. The river pooled up, rose as a swirling wall and back-lashed, tearing the mountain sides, along with 70% of the Sonprayag market.

Savitri’s husband and son survived the disaster at Rambara, but they lost their shop there and along with it all their life’s savings and hopes. She held my hand and asked, “What happened? Did China drop a bomb? People talk about some gas. Was it poison?”  She heard that people who had climbed up the hill to the other side would go out of breath, wipe their faces and collapse. Long lines of dead bodies lay scattered over the hillsides. Someone said, Basuki tal is named after the king of serpents and it contains poisonous gases; possibly these were released.

Shiv Narain, from Khumara village, is in his late fifties. He is furious about all relief material. “We are not beggars,” he says. “Don’t turn self respecting mountain people into dole seekers. Don’t send all this atta-chawal. Just ensure that services are reinstated!”

Gangani HEP on Yamuna causes damage

यमुनोत्री से 40 किमी पहले ही, खराड़ी गाँव चार-धाम यात्रा में एक खासा पड़ाव है. 2008-09  में एक रीजेंसी गंगानी एनेर्जी प्रा. ली. नाम की कम्पनी ने, खराड़ी से 5 किमी नीचे यमुना नदी पर 8 मेगावाट जलविद्युत परियोजना पर काम शुरू किया - नदी की धारा को मोड़ने के लिए मुहाना, पानी को ले जाने के लिए पाइप और एक पावरहाउस।

पिछले साल, 3  अगस्त 2012 को हनुमान चट्टी में बादल फटने से यमुना में द्रुत-बाढ़ आ गई। जलविद्युत परियोजना पर निर्माण ने बाढ़ को बायीं ओर मोड़ा जिसकी वजह से खराड़ी में 9 होटल  बह गए और नदी में पड़ी परियोजना की पाइप को भारी नुकसान हुआ।

इस साल 17 जून को क्षेत्र में फिर बादल फटने और भारी बारिश के बाद परियोजना पर निर्माण ने बाढ़ का रुख फिर गाँव-बाज़ार की ओर किया, जिसमे 28 घर-दुकाने साफ़ हो गए। उनके अलावा, 25 संपतियां खतरे की जद में आ गईं जो किसी भी बारिश में, कभी भी बह सकती हैं। जिला प्रशाशन ने पूरे खराड़ी गाँव-बाज़ार को आपदा प्रभावित घोषित कर दिया है।   

Kharadi, a popular night halt on river Yamuna, is about 40 km short of Yamunotri. In 2008-09, Regency Gangani Energy Pvt. Ltd. started constructing a 8 MW run-of-the-river hydroelectric project on river Yamuna, immediately upstream of Kharadi village. A diversion head and pipes to convey the diverted river water and a power house constructed about 5 km downstream at Gangani.

Last year, on 3 August 2012 night, a cloud burst in Hanuman Chatti area caused flash flood, which was obstructed by the project's diversion head and diverted towards its more populated left bank. The flood swept away about 9 hotels and houses at Kharadi, besides causing damage to the pipes laid in and near the riverbed.

This year, on 17 June 2013, another cloud burst and heavy rains in the region resulted once again in the river getting diverted by the project construction, sweeping away about 28 properties in the Kharadi market village. Since then, additional 25 households have come within the slip zone and are at the risk of getting washed away any time in the event of high rainfall or flood. The District Administration has declared the entire Kharadi village-market as disaster affected.

Rainfall and the Failure of Forecasting and Warning

13-19 जून 2013 सप्ताह में पूरे उत्तराखंड में औसत से 847% अधिक बारिश हुई।  वर्षा के दैनिक आंकड़े उपलब्ध नहीं हैं।  21 जून को एक टीवी कार्यक्रम में राष्ट्रीय आपदा प्रबंधन प्राधिकरण के उपाध्यक्ष श्री शशिधर रेड्डी ने स्वीकार कि उनके पास आपदा के घटनाक्रम का ब्यौरा नहीं है।    

देश भर में केंद्रीय जल आयोग को संवेदनशील क्षेत्रों में बाढ़ संबंधी भविष्यवाणी का जिम्मा है पर उत्तराखंड में वो पूरी तरह से असफल रहा।  15-17 जून के दौरान उसने कोई भविष्यवाणी नहीं की. वास्तव में ऐसी कोई भविष्यवाणी साल भर नहीं की गयी।  

दरअसल उत्तराखंड में केंद्रीय जल आयोग का भविष्यवाणी व चेतावनी तंत्र सिर्फ श्रीनगर, ऋषिकेश और हरिद्वार में है। अर्थात, राज्य के सर्वाधिक संवेदनशील इलाकों को लेकर वो  कोई भविष्यवाणी नहीं कर सकता है। और श्रीनगर मे तो देख ही लिया है; शहर पानी और मलबे में डूब गया पर कहीं कोई भविष्यवाणी या चेतावनी नहीं। आलम यह है कि जल आयोग  की वेबसाइट पर, श्रीनगर में अधिकतम बाढ़ स्तर 536.85 मीटर दिखाया गया है जो कि चेतावनी स्तर 539 मीटर से नीचे है।  यानि कि पानी सिर से ऊपर भी निकल जाये तो भी कोई भविष्यवाणी नहीं दी जाएगी क्यूंकि वो फिर भी चेतावनी स्तर  से कम हो सकता है!

The average rainfall received by the state was 322 mm against a normal of 34 mm – i.e. 847% more than normal. Point of concern, however, is that in Uttarakhand there are no daily rainfall figures for any of the regions worst hit by floods, rainfall and landslides. In a NDTV India programme on 21 June 2013, Vice-Chairman of National Disaster Management Authority, M. Shashidhar Reddy accepted that NDMA did not have the account of events!  
  
Moreover, Central Water Commission’s (CWC) which has the task of forecasting floods across flood prone areas all over India, completely failed in the case of making forecasts in Uttarakhand. According to SANDRP, during the worst flood period 15-17 June 2013, CWC did not make any forecast regarding Uttarakhand. In fact, as far as the most severely disaster affected areas of Ganga basin upstream of Devprayag (including Alaknanda, Bhagirathi and Mandakini valleys) and also Yamunotri and Pithoragarh districts, CWC has made no flood forecasts at all this year.
  
Actually, in the entire Uttarakhand, CWC has flood forecasts and warning systems only at Srinagar, Rishikesh and Hardwar. This means that CWC would not be making any forecasts for the most vulnerable regions of the state.  In the case of Srinagar too, it failed to give a warning even as the township faced disastrous floods!  Amazingly, the CWC website says that the highest flood level (HFL) in Srinagar is 536.85m, which is actually below the warning level of 539m. This means that even if water level goes over HFL, it won’t make any forecast because technically it would still be below the warning level!


Uttarakhand Disaster and Hydropower Projects

सर्वोच्च न्यायालय का नवीनतम फैसला आया है कि पर्यावरण मंत्रालय व उत्तराखंड सरकार अग्रिम आदेश तक उत्तराखंड राज्य में किसी जल-विद्युत् परियोजना को हरी झंडी न दे।

एक नज़र कुछ प्रमुख जल-विद्युत् परियोजनाओं पर, जिनकी उत्तराखंड  विनाश को बढाने में अहम् भूमिका रही है।

श्रीनगर 330 मेगावाट, अलकनंदा - अवैध रूप से बाँध का मलबा आगे नदी में फेंका जा रहा है या बगैर पर्याप्त दीवारबंदी के ढलानों पर ढेर किया जा रहा है। 16 जून की शाम को गेट बंद कर दिया गया और फिर अचानक तड़के अगली सुबह खोल दिया जिससे नीचे श्रीनगर शहर 10-30 फीट मलबे से दब गया।

सिंगोली-भटवाड़ी   99 मेगावाट व फाटा-ब्युंग 76 मेगावाट, मन्दाकिनी  -  अवैध रूप से मलबा आगे नदी में फेंका जा रहा है जिससे नदी का जलस्तर 30-40 फीट उठ गया.  सिंगोली-भटवाड़ी के नीचे की ओर सभी पुल बह गए। दोनों परियोजनाएं क्षतिग्रस्त।  अन्यत्र, बीज बचाओ आन्दोलन के विजय जड्धारी के अनुसार, फाटा-ब्युंग से समय से पानी निकासी न होने से पानी पीछे की ओर जमा होता गया, जिससे सीतापुर व अन्य ऊपर की जगहों पर आपदा आई।

विष्णुप्रयाग, 400  मेगावाट, अलकनंदा -  गेट समय से नहीं खोले गए। फलस्वरूप, बाढ़ मे आये पत्थर, पेड़ व मलबा से गेट फँस गया और फिर खुला ही नहीं। उफनती नदी ने किनारे से रास्ता बनाया और नीचे लामबगड़ और गोविन्दघाट मे कहर ढाया, जिसमे फूलों की घाटी और लोकपाल-हेमकुंड को जाता मुख्य पुल भी नष्ट हुआ।

मनेरी भली-1 व 2, भागीरथी - कोई सुरक्षा दीवार नहीं। गेट समय से नहीं खोले गए। व्यापक जान-माल की हानि। मनेरी भली १ में विद्युत् उत्पादन अभी तक फिर से चालू नहीं हो पाया है।

कालीगंगा 1  (4  मेगावाट), कालीगंगा 2 (6 मेगावाट), मध्महेश्वर (9.5 मेगावाट), मोतीघाट (5 मेगावाट), असिगंगा 1  व 2, व अन्य - ये सभी लघु विद्युत् परियोजनाएं भी  क्षतिग्रत हुई और आपदा के प्रभाव को बढाने के लिए जिम्मेदार रही

In view of Supreme Court's decision directing the MoEF as well as State of Uttarakhand not to grant any further environmental clearance or forest clearance for any hydroelectric power project in the State of Uttarakhand, until further orders, we take a look at the role of hydro-electric power projects in increasing the magnitude of disaster in Uttarakhand.

Srinagar, 330 MW, Alaknanda  -  Under construction. Has been illegally dumping the muck into the river or piling heaps on the slope without adequate retaining wall. The dam gates were closed on 16 June evening, but opened suddenly early next morning - flooding the downstream Srinagar township with 10-30 feet of muck.

Singoli-Bhatwari 99 MW and Phata Byung 76 MW, Mandakini - Both under construction and illegally dumping muck, which was carried by the flood, raising the water level in Mandakini to 30-40 ft at various places, causing vast destruction. Both projects suffered severe damages. All bridges downstream of Singoli-Bhatwari project washed away. (Separately, Vijay Jarhdhari of Beej Bachao Andolan said that with no timely release of water from Phata Byung, water collected and pushed back, which was largely responsible for destruction in Sitapur upstream and beyond.)

Vishnuprayag, 400 MW, Alaknanda - The gates not opened in time, which subsequently got blocked by boulders. The river then bypassed the project creating a huge flash flood downstream. Lambagarh market, Govindghat (including the main bridge to Pulna on main Valley of Flowers, Lokpal Hemkund route) severely destroyed. 

 Maneri Bhali I and II, Bhagirathi - No protection wall. Again, gates not opened in time. Large number of lives and houses lost. Maneri Bhali I is itself damaged and yet to start generation.
     
Kaliganga I, 4 MW, Kaliganga II 6 MW, Madhmaheswar 9.5 MW, Motighat 5 MW, Asiganga I and II, among others - All suffered damages and were also responsible for increased disaster impacts.

To Gori Ganga-paar region in Munsiyari block, Pithoragarh

RAHAT (Relief, Access and Habilitation with Appropriate Training) is a collective effort of several groups with the objective of empowering local communities to rebuild lives in a sustainable and self-reliant way through working in conjunction with local bodies and administration. People’s self-reliance is the key principle in this approach. Working mainly in the Munsiyari region of Pithoragarh district.

Decided to visit the region to try and be with the most affected communities. Some relief items plus 400 bags of food material donated by the Haldwani Vyapar Mandal. Reached Munsiyari through heavy rain and seven road blockages - thanks entirely to the expert driving of Diwan.            


Several helpful meetings with villagers, govt officials and NGO representatives the next day. Then, together with a porter and guide, left for Madkot. Vehicle could only go up to Bhadeli. 


Trek thereafter. More or less 60 kms over the next three days took us to Madkot, Bata, Seraghat, Sera, Shilling, Mori, Chorigad, Umargada, Bangapani, Malla Mankote, Talla Mankote and Dhami villages. Most of them cut off and isolated now.


Working within our capacity, we expect to concentrate medium-term and long-term interventions in Umargada and Mankot villages.

All households living under temporary arrangement - plastic sheets and tirpal since 16 June. Very high food stock loss and 50% of the agricultural land (with standing crops) of all the families and almost all walking paths swept away. Herculean trek to Madkot and Bangapani/Toli respectively for relief material and back. Several families, with aged members, couldn't. Life completely disrupted. Schools not opened as yet as all paths broken and dangerous. Immediate and long-term food security severely jeopardized. 

Initiated the setting up of local village committees to discuss, develop and decide a comprehensive development agenda - agriculture, food security, health, hygiene, education, et. al. - through both self-help as well as accessing government schemes and programmes.
