विश्व बैंक व एशियाई विकास बैंक ने उत्तराखंड त्रासदी पश्चात पुनर्निर्माण व पुनर्स्थापन के लिए क्रमश: 25 करोड़ व 20 करोड़ डॉलर का ऋण देना स्वीकार किया है.
विश्व बैंक द्वारा ऋण, आपदा में ध्वस्त हुए पुलों और गावं की सड़कों के लिए किया जायेगा। साथ ही, राज्य आपदा प्रबंधन प्राधिकरण कि क्षमता बढ़ाने में उस ऋण का इस्तेमाल किया जायेगा - एक पूर्व सूचना तंत्र व आपदा जोखिम प्रशमन तंत्र स्थापित किया जायेगा और नदियों की रूप-प्रक्रिया का अध्य्यन किया जायेगा। इस ऋण का इस्तेमाल आपदा में गिरे घरों के पुनर्निर्माण के लिए भी किया जायेगा।
एशियाई विकास बैंक के ऋण से राज्य हाईवे व गावं कि सडकों की मरम्मत की जाएँगी, पर्यटन विभाग की प्रभावित सम्पत्तियों का पुनर्निर्माण, राज्य में हेलिपैड संजाल निर्माण और आपदा में प्रभावित शहरी पेयजल आपूर्ति कि पुर्नस्थापना का काम किया जायेगा।
कुल ४५ करोड़ डॉलर का ऋण तीन से चार साल में प्रयोग किया जायेगा।
The World Bank (WB) and the Asian Development Bank (ADB) have approved a loan of $250 million and $200 million respectively for post-disaster reconstruction and rehabilitation in Uttarakhand.
Loan from the World Bank will be used to build bridges and village roads that were damaged during the disaster. WB loan will also be used to strengthen State Disaster Management Authority through capacity building. Towards this, besides putting in place an early warning system and disaster risk mitigation system, river morphology studies will be conducted. The WB loan would also be used for rebuilding houses (pre-fabricated or owner-driven) damaged during the disaster.
The ADB loan will fund - state highways and major district roads; reconstruction of damaged properties belonging to tourism department; construction of a helipad network in the state and restoring the urban drinking water supply disrupted after the disaster.
The total loan of $450 million will be utilized over a period of three to four years.
