Short film on Uttarakhand disaster

संदर्प, वमतम व रिटर्न ऑफ़ गंगा संस्थाओं ने मिलकर "बाढ़ तबाही और उत्तराखंड के बाँध" शीर्षक से १२ मिनट की एक फ़िल्म बनायीं है जो हिंदी और अंग्रेजी में उपलब्ध है. फ़िल्म में उत्तराखंड आपदा में जल-विद्युत् परियोजनाओं के निर्माण की भूमिका पर चर्चा की गयी है. आपदा का कारण जलवायु परिवर्तन  पर उससे हुए नुक्सान में इन परियोजनाओं का बड़ा हाथ रहा है.

Return of Ganga, SANDRP and VAMTAM has produced a 12 minutes film Flood Ravage and the Dams of Uttarakhand (Uttarakhand Flood Disaster – June 2013), available in Hindi and English. This short film tries to give an idea of the role played by existing and under construction hydropower projects in the disaster. It presents information, photos, maps, videos, google images and voices of the affected areas and some first hand accounts of the impacts of hydropower projects on communities. While climate change was a trigger for the disaster, the role played by the blasting, tunneling, damming and deforestation, related to hydropower projects was significant.

This short film will be useful to all concerned including the media, various arms of the governments in Himalayan region in India and neighbouring countries, academic institutions, judiciary NGOs organisations and most importantly, the communities who have suffered in the disaster.

World Bank and Asian Development Bank loan for Uttarakhand

विश्व बैंक व एशियाई विकास बैंक ने उत्तराखंड त्रासदी पश्चात पुनर्निर्माण व पुनर्स्थापन के लिए क्रमश: 25 करोड़ व 20 करोड़ डॉलर का ऋण देना स्वीकार किया है.

विश्व बैंक द्वारा  ऋण, आपदा में ध्वस्त हुए पुलों  और गावं की सड़कों  के लिए किया जायेगा। साथ ही, राज्य आपदा प्रबंधन प्राधिकरण कि क्षमता बढ़ाने में उस ऋण का इस्तेमाल किया जायेगा - एक पूर्व सूचना तंत्र व आपदा जोखिम प्रशमन तंत्र स्थापित किया जायेगा और नदियों की रूप-प्रक्रिया का अध्य्यन किया जायेगा। इस ऋण का इस्तेमाल आपदा में गिरे घरों के पुनर्निर्माण के लिए भी किया जायेगा।

एशियाई विकास बैंक के ऋण से राज्य हाईवे व गावं कि सडकों की मरम्मत की जाएँगी, पर्यटन विभाग की  प्रभावित  सम्पत्तियों का पुनर्निर्माण, राज्य में हेलिपैड संजाल निर्माण और आपदा में प्रभावित शहरी पेयजल आपूर्ति कि पुर्नस्थापना का काम किया जायेगा।

कुल ४५ करोड़ डॉलर का ऋण तीन से चार साल में प्रयोग किया जायेगा।  

The World Bank (WB) and the Asian Development Bank (ADB) have approved a loan of $250 million and $200 million respectively for post-disaster reconstruction and rehabilitation in Uttarakhand.

Loan from the World Bank will be used to build bridges and village roads that were damaged during the disaster.  WB loan will also be used to strengthen State Disaster Management Authority through capacity building. Towards this, besides putting in place an early warning system and disaster risk mitigation system, river morphology studies will be conducted. The WB loan would also be used for rebuilding houses (pre-fabricated or owner-driven) damaged during the disaster.

The ADB loan will fund - state highways and major district roads; reconstruction of damaged properties belonging to tourism department; construction of a helipad network in the state and restoring the urban drinking water supply disrupted after the disaster.

The total loan of $450 million will be utilized over a period of three to four years.

Time to Dust Off the Climate Plan?

"इकोनॉमिक एंड पोलिटिकल वीकली" मे अनु जोगेश लिखते हैं कि राज्य सरकार ने जून 2012 में "जलवायु परिवर्तन पर उत्तराखंड कार्य योजना" (उत्तराखंड एक्शन प्लॉन ऑन क्लाइमेट चेंज) तैयार कर दिया था. कमियों के बावजूद, इस कार्य योजना के आधार पर, 2013 के बरसात में आयी त्रासदी पर राज्य सरकार को बेहतर तैयार होना चाहिए था और उससे बेहतर निबटना चाहिए था.

क्यूंकि ऐसा नहीं हुआ, तो कहा जा सकता है कि राज्य सरकार की आपदा प्रबंधन कि तैयारी में कमियां तो हैं ही, पर साथ ही, व्यापक सहभागिता से तैयार की गई कार्य योजना की सरकार के लिए कितनी उपयोगिता है, इस पर भी सवाल खड़े होते हैं.

Writing in "Economic and Political Weekly", Anu Jogesh states that the Uttrakhand government  had finalized the Uttarakhand Action Plan on Climate Change (UAPCC) in June 2012. Despite its shortcomings, UAPCC did provide a base which should have enabled the state government to be better prepared and better respond to the large scale tragedy that overtook the state.

While this underlines the state's shortcomings in disaster management preparedness, it also raises the question on the practical acceptance by the government of the utility or shortcomings of UAPCC, which had been prepared after a considerable exercise.

People no one talks about

सरकार ने खूब बदनामी कमाई, राजनेता हेलिकॉटरों में घूमें, मुख्य मंत्री जी ने सरकारी योजनाओं के प्रचार के लिए पैसा दिया। इस बीच उत्तराखंड त्रासदी के दौरान बहुत सारे स्वंय स्फूर्त सेवा कर्मियों ने काम किया जिसकी कहीं ज्यादा चर्चा नही हुई। 

अपनी  व्यक्तिगत समस्याओं को भुलाकर केदारघाटी के त्रिजुगीनारायण गांव के लोगों ने लगातार अपने घरों से अनाज निकालकर, खाना बनाकर यात्रियों को खाना खिलाया। गुप्तकाशी में सरकार नहीं थी, ना कोई प्रचार था पर स्थानीय लोग जुटे थे खाना बनाकर खिलाने में। केदारनाथजी के रास्ते में बर्बादी आई पर लोगो ने अपनी ओर से जिससे जितना हो सका, मदद की। सरकार से पहले उत्तराखंड के लोगों ने किया। 

अलकनंदा में बद्रीनाथ, हेमकुण्ड के यात्रामार्ग पर पाण्डुकेश्वर, जोशीमठ, पीपलकोटी, गौचर, श्रीनगर जैसे छोटे पहाड़ी शहरों व कस्बों में तो बराबर यात्रियों के लिये लंगर चले ही। गोपेश्वर में महिलाओं की रसोई लगी थी जिसे किसी एन.जी.ओ. ने नहीं चालू कराया था, बस गाँव की महिलायें खाना बनाकर भूखे यात्रियों को खिलाना अपना फर्ज मान रही थी। आतिथ्य सत्कार उत्तराखंड की पंरपरा रही है; तो फिर कोई आपदाग्रस्त यात्री भूखा क्यों रहे!

श्रीनगर में जीवीके कंपनी के बांध के कारण 250 परिवारों के घर जमींदोज़ हुए किंतु कंपनी ने आकर लोगों की मदद को झाँका तक नहीं। शहर के लोग जरूर मदद में आगे आये। गंगोत्री से आने वाले यात्रियों को भी भटवाड़ी व अन्य सड़क किनारे के गांवो के लोगों ने जैसा हो सका अपनी ओर से भोजन, कहीं बिस्कुट या जो कुछ बन पड़ा खिलाया।

इसी गांव के दर्शनलाल गैरोलाजी तीन दिनों तक सोनगंगा पर लकड़ी गिरा कर और तार बांध कर लोगो को पार कराते रहे। गौरीगांव के युवाओं ने नालों पर पुल बांध कर लोगों को आर-पार कराया और ऐसे में दीपगांव-फाटा का 22 वर्षीय युवा बुद्धि भट्ट पैर फिसलने के कारण नदी में बह गया। 
दिल्ली के कालकाजी क्षेत्र में रहने वाले एक सज्जन बताते है कि कैसे वो केदारघाटी में बचकर लौट रहे थे, बुरी दशा थी और कही किसी जगह पर कोई बच्चा मिला जिसने कुछ खाने को दिया; साथ में कुछ कपड़े भी दिये। ना उस बच्चे का नाम मालूम, ना गांव का, पर वो कैसे भूल सकते है उस जीवनदाता को? 

अलकनंदा नदी पर जोशीमठ से आगे गोविंदघाट के ठीक सामने जहां से हेमकुंड साहिब का रास्ता जाता है वहीं संतोष राणा का परिवार रहता है। 16-17 जून 2013 को विष्णुप्रयाग बांध के कारण आई तेज़ बाढ़ ने अलकनंदा का पुल बहा दिया था। हजारों सिख यात्री पहाड़ी पर फंसे थे व वर्षा चालू थी। संतोष के 16 खच्चर चलते हैं। उनके लिये घर में चने की 8 बोरियां रखी थी। संतोष के परिवार ने उसे ही उबाल कर भूखे यात्रियों को खिलाया, आश्रय भी दिया; घर में जो कंबल थे वो भी दिये। संतोष संयोगगवश नदी के इस पार ही था।  देखा कि लोग फंसे है तो वो किसी तरह जोशीमठ पहुंचा। बीच में रास्ते टूटे हुये थे, पैदल ही जाना था। वहां उसने स्थानीय थाने में संपर्क किया और रस्से लेकर गोविंदघाट पहुंचा। संतोष ने विमलेश पंवार और तेजेन्द्र चौहान आदि के साथ रस्सी दूसरी तरफ डाली और काम शुरु कर दिया। एक तरफ पुलना-भ्यूंडार गांव को लीलने के बाद लक्ष्मण गंगा भयांनक रूप से आ रही और सामने अलकनंदा भी उफान पर थी। गोविंदघाट से उपर जाने की सड़क गायब थी। संतोष के परिवार वाले भी फंसे थे। खेत बह चुके थे, पानी मकान तक पहुँच गया था। रस्से लगने के पहले दिन लगभग 250 यात्रियों को नदी पार कराया गया, तब उसने अपने परिवार को पार कराया। 

The government earned a lot of bad name, politicians hovered in helicopters, the chief minister paid the media to propagate government work. Away from these, there were many individuals who did yeoman service at the time of crisis, but who no one has talked about. 

Keeping aside their own despair, residents of Trijuginarayan village, emptied their own household  stores to feed the distraught pilgrims. There was no government or administration on hand and no publicity, but the local people were collectively cooking and feeding the pilgrims. The Kedar valley saw the maximum destruction, but its own people, as much was possible for them to do, were helping the distraught pilgrims. Before even the government could do, the people did it.

There were similar scenes en route Badrinath as well - at Pandukeshwar, Joshimath, Peepalkoti, Gauchar, Srinagar -  where local people were running kitchens for the pilgrims. In Gopeshwar, the women got together to cook food for the people. No one had asked them to, but they did, and felt they were only doing their duty and following their tradition. For the fleeing pilgrims from Gangotri, the locals in Bhatwari and other roadside hamlets were doing all they could to help.

In Srinagar, houses of over 250 families were destroyed due to the muck from the GVK dam. The company didn't lift a finger to help the people; only the people of the town did. 

One Darshanlal Gairola of Trijuginarayan felled a log over Songanga and for three days continuously, helped pilgrims cross safely. In one such incident, 22 yr old Buddhi Bhatt of Deepgaon-Phata slipped and fell into the gushing river. 

A gentleman from Kalkaji in Delhi relates how, escaping from Kedar, and walking distraught for a few days, he was in a really bad shape. Then perchance, he met a child who gave him some food to eat, and also some clothes. The man said, "I don't know the child's name, nor his village; but how can I ever forget him as my life saviour." 

Santosh Rana's family lived across Govindghat, en route Hemkund. That fateful night, as a result of flood due to Vishnuprayag dam, the bridge over Alaknanda got washed away and thousands of Sikh pilgrims got stranded. Santosh owned 16 mules and there were 8 sacks of horse-gram at home. The family opened the sacks to feed the hungry pilgrims with boiled horse-gram, and gave them shelter as well. Coincidently, at the time, Santosh was this side of the river. He walked all the way to Joshimath, contacted the local police station and collected some ropes and returned to Govindghat. Both the Laxman Ganga and Alaknanda were flowing ferociously. H fisamily too was trapped on the other side. His fields had washed away and the water was almost up to his house. There, together with Vimlesh Panwar, Tejendra Chauhan and a few others, he laid the rope across the river. The first day, they helped over 250 pilgrims cross over. Only thereafter did he help his own family cross.

Expert committee on Uttarakhand needs full mandate

सर्वोच्च  न्यायालय द्वारा उत्तराखंड में जलविद्युत परियोजनाओं पर दिए निर्देश पर केंद्रीय पर्यावरण मंत्रालय ने दो महीने बाद १५ अक्टूबर को "अलकनंदा, भागीरथी और उनकी सहायक नदी द्रोणी-क्षेत्रों के अध्ययन" के लिए एक विशेषज्ञ समिति गठित की. लेकिन इस समिति का अधिदेश सर्वोच्च  न्यायालय के आदेश के विपरीत है, जो की उत्तराखंड कि समस्त  जलविद्युत परियोजनाओं को लेकर था. 

साथ ही, इस विशेषज्ञ समिति में ऐसे लोग नामित किये गए हैं जिनका इसमें सदस्य होने में हित-विरोध है - जैसे श्री बी.पी. दास जो पूर्व में पर्यावरण मंत्रालय की नदी-घाटी परियोजनाओं पर विशेषज्ञ मूल्यांकन समिति के उपाध्यक्ष रहे हैं और अब इस नई समिति के सदस्य के नाते वे उन्ही परियोजनाओं पर फैसला लेंगे जिनको उन्होंने तब स्वीकृति दी थी. उन्ही की तरह, एक अन्य सदस्य श्री जी.एल. बंसल भी पर्यावरण मंत्रालय की नदी-घाटी परियोजनाओं पर विशेषज्ञ मूल्यांकन समिति के सदस्य रहे हैं.  इसके अलावा, इस विशेषज्ञ समिति में सरकारी सदस्यों कि भरमार है - जैसे उत्तराखंड जल संसाधन विभाग के मुख्य अभियंता और एन.आई.आर.एम., आई.सी.एफ. आर.आई.,  एन.डी.एम. ए., तथा सी.पी. डब्लूडी. के विशेषज्ञ प्रतिनिधि जिनका न तो जलविद्युत विषय में विशेषज्ञता है, न जलविद्युत परियोजनाओं में सीधा हस्तक्षेप है, और जो न ही सर्वोच्च न्यायालय के आदेश का हिस्सा थे.  यदि समिति को उनकी विशेषज्ञता के ज़रुरत पड़ती भी है तो वे समिति के सामने गवाही दे सकते हैं.         

इतना ही नहीं, पर्यावरण मंत्रालय पहले भी भारतीय वन्यजीव संस्थान द्वारा इस तरह कि समीक्षा करा चुका है और जिनकी रिपोर्ट में उत्तराखंड में २४ जलविद्युत परियोजनाओं द्वारा जैव-विविधता पर महत्वपूर्ण दुष्प्रभाव की बात की गई थी. उस रिपोर्ट पर निर्णय लेने कि जगह पर्यावरण मंत्रालय ने वो जिम्मेदारी इस नई विशेषज्ञ समिति के सर मड़ दी है.

अतः आवश्यक है कि विशेषज्ञ समिति के अधिदेश को बढ़ा कर पूरे उत्तराखंड की जल-विद्युत् परियोजनाओं की समीक्षा अध्ययन किया जाना चाहिए और वे सदस्य जिनका इसमें हित-विरोध है, उन्हें व अनावश्यक सरकारी प्रतिनिधियों को समिति से हटाया जाना चाहिए।


Over two months after the Supreme Court (SC) of India order of 13 August 2013 on hydroelectric power projects in Uttarakhand, the MoEF constituted an expert committee on 15 October 2013. This expert committee is to do a study of HEP projects “in the river basin of Alaknanda, Bhagirathi and their tributaries”. This mandate does not comply with the  SC order which related to HEP projects in the entire Uttarakhand state.

Also, the expert committee has members with conflict of interest, such Mr BP Das, who as a former Vice-Chair of MoEF's Expert Appraisal Committee on River Valley Projects cleared many of these projects. As a member of this new expert committee, he will be now sitting on judgement over those same projects! Similarly, Mr GL Bansal too was a member of the EAC and hence his selection in this committee involves conflict of interest.  Moreover, there is an excessive inclusion of government members such as Chief Engineer of Uttarakhand Water Resources Department, and expert representatives of NIRM, ICFRI, NDMA and CPWD. These bodies also do not have any expertise or direct involvement in hydropower projects, and were not part of the SC order. If the committee need their expertise, they can in any case be asked to depose before the committee.

Besides, earlier, at the behest of MoEF, Wildlife Institute of India had looked into 24 HEP projects in Uttarakhand and had concluded that these had significant impact on the biodiversity. Instead of taking decision on WII report, MoEF has now passed the hat to the new expert committee.
  
Accordingly, the mandate of the expert committee needs to be expanded to include whole of Uttarakhand as per the SC order, and its members with conflict of interest as well as unnecessary government representation, need to be dropped.

Trauma widespread but still to be addressed

उत्तराखंड त्रासदी में, विशेषकर केदारघाटी के प्रवाभित लोगों में  "मानसिक आघात व तनाव" अति गंभीर समस्याएँ हैं, पर राहत कार्यों में इनपर कम ही ध्यान दिया गया है। काम में मन न लगना, चुप-चुप सा रहना - ये लक्षण तो हैं ही, लेकिन मानसिक आघात के अति गंभीर व दूरगामी परिणाम भी होते हैं - जैसे शराब का अत्याधिक व्यसन और यहाँ तक कि शादी के नाम पर महिलाओं का अवैध व्यापार। इस तरह की खबरें इधर-उधर से आ भी रही हैं।  

सितम्बर में एक्शनऐड ने, उत्तराखंड में मानसिक स्वास्थ्य पर स्वयंसेवी टीम तैयार करने के इरादे से, अपनी सहयोगी संस्थाओं के लिए "समाजो-मानसिक परामर्श" पर एक कार्यशाला आयोजित की। 'टाटा इंस्टिट्यूट ऑफ़ सोशल साइंसेज' कीं डॉ आशा, डॉ केटी और डॉ जैकलीन इस कार्यशाला में मुख्य प्रशिक्षक थीं। उन्होंने समझाया की आपदायें किस-किस तरह से इंसान को प्रभावित करती हैं और प्रभावित लोगों के साथ कैसा व्यवहार कर हम उनका उपचार कर सकते हैं। इसके लिए, उन्होंने कुछ बातों को ज़रूरी बताया जैसे - मरीज के साथ समय बिताना, धैर्य से काम लेना, उनके प्रति संवेदनशील होना, आदि।

कार्यशाला गढ़वाल मंडल विकास निगम के ऋषिकेश में "गंगा रिसोर्ट"में हुई। यह कहना भी ज़रूरी है कि "गंगा रिसोर्ट" के लिएपिछले तीन महीनों में ये पहली बुकिंग थी!   

A disaster victim feels entrapped from all sides.
In the entire relief operations across the state, the problem of "trauma and mental health" is the one that is least attended to, and yet it is major problem afflicting the people, particularly in the Kedar valley. Stress and depression, leading to disinclination to work, are the most apparent symptoms, but there are much wider ramifications - such as increased alcoholism and even women trafficking. Already, stories of excessive liquor consumption is being reported and also of girls and young women being "offered" in doubtful marriages.

In September, a much needed "Socio-Psychological Counselling" workshop was organized by ActionAid for its partners in Uttarakhand, with a view of developing a cadre of volunteers in the state. The workshop was conducted by psychologists from Tata Institute of Social Sciences - Dr Asha, Dr Kety and Dr Jaqueline. They provided an insight into how disasters impact a victim  psychologically, and thereby how to take care of the people - being with them, listening, developing empathy and handling with patience.

The workshop took place at 'Ganga Resort', a unit of Garhwal Mandal Vikas Nigam in Rishikesh. It might be pertinent to state that for "Ganga Resort" it was the first booking in three months!
