पर्यावरण व वन मंत्रालय की कोई पर्यावरण सोच नहीं
5 सितम्बर 2013 को केंद्रीय पर्यावरण व वन मंत्रालय ने "नदी घाटी व जल विद्युत् परियोजना हेतु विशेषज्ञ आंकलन समिति का पुनर्गठन" किया। यह समिति, देश में सभी प्रमुख सिंचाई, बाँध, जल-विद्युत् व नदी-घाटी परियोजनाओं का पर्यावरण स्वीकृति के लिए दो स्तर पर आंकलन करती है।
भूतपूर्व कोयला सचिव और जो पहले रक्षा व परिवार कल्याण मंत्रालयों से जुड़े रहे हैं, श्री आलोक परती को इस समिति का अध्यक्ष बनाया गया है। श्री परती का पर्यावरण, जल, जैवविविधता, आदि का कोई अनुभव नहीं है, बल्कि उल्टा, वे पर्यावरण विरोधी के रूप में जाने जाते हैं। अक्टूबर 2009 से इस साल के शुरू तक, हाल में विवादस्पद कोयला मंत्रालय के सचिव के तौर पर उन्होंने पर्यावरण मंत्रालय पर कोयला खदान परियोजनाओं को स्वत: स्वीकृति न देकर विकास को अवरुद्ध करने का दोषारोपण किया था।
इसके आलावा, यह भी चिंताजनक है कि उपरोक्त विशेषज्ञ समिति में कोई महिला प्रतिनिधि, समाजशास्त्री, जल व नदी विशेषज्ञ तथा जलवायु परिवर्तन या आपदा प्रबंधन विशेषज्ञ नहीं है, और न ही गैर-सरकारी संगठनों से कोई। समिति के सभी दस सदस्य सरकार, सरकारी संस्थानों अथवा सरकार द्वारा वित्त-पोषित शैक्षिक संस्थानों से हैं। इसके मायने हैं कि इनमे से कोई भी सरकारी सोच से अलग, स्वतंत्र निर्णय लेने की स्तिथि में नहीं होगा।
On Sept 5, 2013, Union Ministry
of Environment and Forests came out with “Re-constitution of Expert Appraisal
Committee (EAC) for River Valley & Hydro Electric Project” that appraises
all major irrigation projects, dams, hydro-power projects and river valley
projects for Environment clearances at two stages (TOR and final).
Mr Alok Perti, former Coal
Secretary and earlier in ministries like defense and family welfare, has been
selected as the chairperson. He has no environment credentials and has, in fact, been known to
be anti environment. As Secretary of the currently controversial Coal Ministry
from Oct 2009 to earlier this year, he had accused MoEF for stalling the growth
by not giving clearances to coal mining projects automatically.
It is equally disturbing to see
that the committee has no woman representation, no sociologist, no river
expert, climate change-water expert or disaster management expert and no one
from non-government organizations. All ten members are either from government,
government organizations or government funded academic organizations. This
means that none of them would be in a position to take a stand independent of
the government.
