सरकारी राहत और आपदा से किस तरह लोग सामना कर रहे हैं उसके लिए चन्द्रापुरी गांव के 69 परिवारो की कहानी ही काफी है।
इनमें से 47 परिवार अनु॰जाति के हैं जिनमें से सात परिवार आज भी आपदा राहत के लिए मोहताज हैं। बताया गया कि यहां लोगो ने स्वयं सेवियो की मदद भी डर-डर की ली है ताकि उन्हे मिलने वाली सरकारी मदद प्रभावित ना हों। परन्तु सरकार द्वारा दी जाने वाली आवास हेतु सात लाख की मदद अब तक लोगो के पास नहीं पंहुची है। ग्रामीण दिनेष जोषी ने कहा कि आवास के पूर्णक्षति का मुआवजा उन्हे ही नसीब हुआ जिन्होने पटवारी को रू॰ 10 हजार की घूस पंहुचाई है। पटवारी सुन्दरलाल ने दिनेष जोषी से कई बार रू॰ 10 हजार की मांग की है कि वह उन्हे दो लाख रू॰ दिलवा देगा। ऐसा नहीं हो पाया तो पटवारी की गुस्तागी से दिनेष जोषी आज सरकारी राहत से वंचित हो गया है।
इस तरह चन्द्रापुरी गांव के कुत्ता लाल, हर्षलाल, मंगलदेव, निलम देवी, कबूतरादेवी, अषाड़ी देवी, अमरलाल आदि अनु॰जाति के सात परिवारो के 17 लोग खुले आसमां के निचे सर्दभरी रातो को गुजार रहे है। ग्रामीणो ने सेवानिवृत प्रधानाध्यापक प्रेम सिंह के हवाले से कहा कि प्रभावितो की सर्वेक्षण रिपोर्ट स्थानीय पटवारी ने ग्रामीणो और तत्काल ग्राम प्रधान के बिना ही तैयार की है।
कुन्दनलाल अपनी एक पन्नचक्की (घराट) से रोजाना 5-8 किलो आटा पीसाई के बदले कमाता था। मंन्दाकिनी की बाढ से कुन्दनलाल का रोजगार समाप्त हो गया है। सरकार की नजर में ऐसे अतिसूक्ष्म उद्योग मुआवजा की श्रेणी में नहीं आये। आम आदमी जो इस पन्नचक्की में गेहूं पीसाता था और पीसाई के बदले रूपये नही आटा ही देता था वह सांस्कृतिक परंपरा भी बाढ की भेंट चढ गयी है। प्रहसन यह है कि क्या इस तरह के अतिसूक्ष्म उद्योग मुआवजा की श्रेणी में नही आते? जबकि दुकानो, होटलो के लिए सरकार का मुआवजा देने की घोषणा है।

Of the 69 families in Chandrapuri village, 47 who belong to the Scheduled Caste. Of these, seven families are still deprived of any relief. We were told here that people have been very hesitant taking relief from the civil societies so that it doesn't effect any help from the government that they might receive. Rs 7 lakhs that was promised for houses has not been given to the people. Dinesh Joshi said that only those who have bribed the patwari with Rs 10,000. Sunderlal, the patwari, asked Joshi many time for bribe amount and promised his Rs 2 lakhs relief. But since Dinesh Joshi did not given, he has not received any help as yet.
Likewise, the families of Kutta Lal, Harshlal, Mangaldev, Neelam Devi, Kabutara Devi, Asarhi Devi, Amarlal, etc, are still outdoors in this bitter cold. Retired school principal Prem Singh informed that the local patwari prepared the Survey Report of the Affected without involving the local people or the immediate gram pradhan.
Kundanlal used to earn 5-8 kg of wheat flour daily from his watermill. The mill was washed away in the Mandakini flood. In the view of the government, this micro-enterprise did not qualify for any compensation. Whereas the government has announced compensation for shops and hotels.
