"इकोनॉमिक एंड पोलिटिकल वीकली" मे अनु जोगेश लिखते हैं कि राज्य सरकार ने जून 2012 में "जलवायु परिवर्तन पर उत्तराखंड कार्य योजना" (उत्तराखंड एक्शन प्लॉन ऑन क्लाइमेट चेंज) तैयार कर दिया था. कमियों के बावजूद, इस कार्य योजना के आधार पर, 2013 के बरसात में आयी त्रासदी पर राज्य सरकार को बेहतर तैयार होना चाहिए था और उससे बेहतर निबटना चाहिए था.
क्यूंकि ऐसा नहीं हुआ, तो कहा जा सकता है कि राज्य सरकार की आपदा प्रबंधन कि तैयारी में कमियां तो हैं ही, पर साथ ही, व्यापक सहभागिता से तैयार की गई कार्य योजना की सरकार के लिए कितनी उपयोगिता है, इस पर भी सवाल खड़े होते हैं.

Writing in "Economic and Political Weekly", Anu Jogesh states that the Uttrakhand government had finalized the Uttarakhand Action Plan on Climate Change (UAPCC) in June 2012. Despite its shortcomings, UAPCC did provide a base which should have enabled the state government to be better prepared and better respond to the large scale tragedy that overtook the state.
While this underlines the state's shortcomings in disaster management preparedness, it also raises the question on the practical acceptance by the government of the utility or shortcomings of UAPCC, which had been prepared after a considerable exercise.
