आपदा से प्रभावित लोग गिरे, दबे न रहें बल्कि अधिक शशक्त, अधिक जागरूक व चौकस, अधिक आत्म-निर्भर बने। पिथोरागढ़ के मुन्सियारी ब्लॉक में पिछले दो महीनों से प्रयासरत "चिंतन-राहत" की अधिक कोशिश यही रही कि कैसे लोग अपने पैरों पर खड़े रहना सीखें।
उस दिशा में, अपनी मायूसी को तोड़ते हुए, आपदा-प्रभावित लोगों ने 15 अगस्त को स्वंतंत्र दिवस पूरे जोश से मनाया। और सात-आठ गाँव का प्रतिनिधितत्व करती एक सर्व-जातीय 15-सदस्यीय लोक संगठन गोरी घाटी विकास समिति का गठन किया गया। इसमें 5 महिलाएं भी हैं।
यह समिति अपने क्षेत्र में राहत व पुनर्वास कार्य निर्धारित करेगी। उसने पुनर्निर्माण को लेकर दो काम "मनरेगा" के तहत प्रस्तावित किये, जो स्थानीय प्रशासन द्वारा स्वीकृत हो गए हैं। समिति ने तय किया है कि इस तरह के सभी कामों पर नज़र रखी जाएगी कि नियमों का पूरा पालन हो और पारदर्शिता बरती जाए।
In the face of disasters, people must not remain cowed down, but become more vigilant, more strong, more self-reliant. The efforts of Chintan-RAHAT in Munsiyari block of PIthoragarh, over the last two months have concentrated only very partially on relief distribution and more on to rally people to stand on their own feet to help themselves.

The disaster-affected
people celebrated Independence Day and marked the day with formation of local
area samiti.
More importantly, representing 7-8 villages, a Gori
Ghati Vikas Samiti has been set up, comprising 15
members, including 5 women, belonging to different castes and groups. The samiti will be responsible for identifying and monitoring rehabilitation work in their area. It has already identified work that can be done under MNREGA and which has since been approved by the local administration. The samiti will also see that there is proper abiding by the rules in all works.
